Why A CAO? • Established by Services Acquisition Reform Act (SARA) in 2003 • Elevate role of acquisition • SARA defines “acquisition” more broadly • CAO same level as CFO, CIO and CHCO • CAO is non-career, political appointee • Acquisition management is CAO’s primary duty
Why A CAO? • Acquisition is more than procurement • Acquisition is 20-40% of agencies’ budgets • Level of position highlights the CAO as a strategic player
Executive Agency CAOs • SARA requires 16 of 24 executive agencies, other than DOD, to appoint a CAO Agriculture Commerce Education EPA GSA HHS Energy HUD Interior Justice Labor NASA State Transportation Treasury Veterans Affairs
Treasury’s CAO • CAO is Jesus Delgado-Jenkins • Designated CAO in February 2004 • Primarily private sector background • Acting Assistant Secretary for Management • Deputy CAO is the Senior Procurement Executive
Treasury CAO Responsibilities • Drive acquisition policy and shape direction of acquisition in Treasury • Member of the CAO Council • Oversee and approve Treasury budget – influences all Treasury programs • Manage Treasury procurement system through the Deputy CAO/SPE
Areas of Challenge • Increasing use of competition, particularly for task order contracts • Achieving OMB’s Performance-Based Service Acquisition 40% goal • Identifying enterprise-wide initiatives to reduce agency costs (e.g., strategic sourcing)
