What is the NSW Cost Data Collection? HCDC NSW Hospital Cost Data Collection NHCDC National Hospital Cost Data Collection UAR Unaudited Annual Return NMDMHE National Minimum Dataset for Mental Health ANSNAP Australian National Sub and Non-Acute Patients
What is the purpose? Purpose • The data from this Collection are crucial to internal resource management by hospitals and for health policy matters, such as the Episode Funding Model, Resource Distribution Formula (RDF) and Cost Benchmarking. • The data are also used to comply with external reporting requirements, including commitments to the Australian Government Department of Health and Aging (DoHA) for the Australian Health Care Agreements (AHCA) and the Australian Institute of Health and Welfare (AIHW) for the Australian Hospital Statistics and other publications Importance • Taken together the importance of Program and Product data collection, for the day-to-day operation at every level of health care delivery, cannot be overemphasised.
What are the issues? Mappings • Mapping tables are required from hospital specific to NSWH specific to Commonwealth specific values • Their integrity is essential to the validity of the output Depth • The data output from the resulting processes and reports is extensive • When errors occur, the shear size of the resulting data makes it very difficult to audit and correct Program splits • The UAR is driven by detailed program splits • These add to the complexity and depth of the data.
Program Splits • Programs range from 1.1 – primary and community based care to 6.1 - teaching and research • Each program has a number of sub-programs
One for the Ages Source: 2006 – 2007, NSW Program And Product, Data Collection Standards In 1994, Czech Republic President, Vaclav Havel gave a hopeful description of the postmodern world as “where everything is possible and almost nothing is certain”
One for the Ages … “where everything is possible and almost nothing is certain” • This summarises well the results from the various cost data collections in Australia • Results are inconsistent across sites • Data quality and availability varies significantly across sites • Staff knowledge re the systems, the processes and the report requirements also vary from site to site Intelligent AgeUsing Statewide standards to drive automation, efficiency and quality across patient costing information
Solution Standards
Solution … Standards
Solution … Reduced Mapping Tables • Solution only requires 1 mapping table • Reduces errors related to incorrect mappings Standards • Allows the solution to work across all hospitals • Over time, the solution will lead to improved results • Simplified process Validations • Automated validations ensures correctness in data stds
