Global Description of the Project (VISION) • Reactivate cargo transportonthe Magdalena River • It has twophases: • Phase 1: small dock in the city that can move oil and small-scale containers (oil storage capacity: 5,200 barrels, containers per week: 400). • Phase 2: highcapacity dock Gibraltar lot (128.000m2 lot owned by SPD with) to move oil and large-scale containers. The lot has excellent geographical location, appropriate land and meets the requirements for proper port functioning. The lot is included in the POT (Land Use Plan) of the municipality of La Dorada for port development.

Project Location and itsImportance • Theportislocated at themunicipality of La Dorada – Caldas, keypointfor cargo transportspeciallytheonethatmovesbetween Cartagena/Barranquilla and therest of the country. • Terminal is strategically located in the main logistics center of the country and only place where the loads are balanced within the design of its operation.

  4. Social and EnvironmentalResponsability • The project has an Environmental Management Plan (PMA) for Phase 1 to ensure environmental and social management. PMA is being adopted by CORPOCALDAS (corporate environmental agency). • Actions indicated in the terms of reference issued by CORPOCALDAS are being developed to mitigate the social and environmental impact. • Along with employment generation (operation of the port) SPD wants to improve the quality of life of La Dorada with health and education projects.

  7. EconomicBenefits • Studies indicate that the port of La Dorada generates savings in the transport of oil of 40% compared with land transport • Benefits to the region for additional income • Increased Gross Domestic Product (GDP)

  8. EnvironmentalBenefits • Decrease in air pollution over the pollution emitted by road transport for the same amount of charge • Less energy consumption with respect to land transport • Proper management of the river which could prevent overflow and flooding in some places

  9. Social Benefits • Direct and indirect employment generation (aprox. 6,000 and 15,000 respectively) in a municipality with high unemployment and poverty. This depends greatly on the response capacity of the population. • Lower cost of transportation would help the small and medium farmers / industrial. • Most unskilled workmanship will be generated by the municipality of La Dorada. • Increased quality of life.Appropriation of the river which would be reflected in its care.

  10. What do wehavenow? • La Doradas Port: • SPD has a small dock with some adjustment already made, a few are pending. With minimum works the dock will be operating within months. • Operating license for the development of port operations has been issued. Resolution 000 343 of December 1, 2007. • Gibraltar Port: • Thelotisownedby SPD and isstablishedonthe POT forport development

Requirements to achieve full implementation of the project • La Doradas Port: • Finish the adequacy of the container yard. • Purchase / lease of machinery. • There will be needed approximately 2.400.000 USD to complete this port. There will be needed approximately 19.000.000 USD to complete the first phase. The other 2 phases can be built in 5 years using part of the profits from the first phase.   13. HistoricalOverview • The municipality of La Dorada was a strategic point for cargo handling. • Phase 1: was operational until the 1990's. • Phase 2: Gibraltar was the place that the Spanish used to transport cargo.
