Example: Interconnection Project in New York • Current Process • ISO-NE comments on interconnection plan will be conveyed to NYISO prior to NY stakeholder review. These will include a scope of work for testing the NEPOOL system. • Impacts on NEPOOL system considered at New York Stakeholder meetings? • Impacts on NEPOOL system considered at New York State licensing process? • Impacts on NEPOOL system considered at NPCC? (While NPCC decisions are non-binding, NPCC is an important forum.) • Impacts considered by FERC?
Example: Interconnection Project in New York (cont.) • Draft Protocol • NYISO advises ISO-NE of the interconnection application. • ISO-NE provides NYISO with scope of work and estimated cost of studies of the New England system. ISO-NE can participate in studies. • Under the NYISO agreement with the interconnection customer, any impacts on the New England system will be addressed in the NYISO interconnection studies. • Impacts on the New England system to be determined in accordance with ISO-NE procedures and criteria. Needed network upgrades on the New England system to be identified in the NYISO system impact study.
