Operating Assistance MAP-21 new rule –flexibility for areas above 200,000, given the following: • Systems that operate 75 or fewer buses in peak service hours, regardless of their population, may flex up to 75% of their formula funds to operating. • Systems that operate a minimum of 76 buses and a maximum of 100 buses in peak service hours may flex an amount not to exceed 50% of their formula funds to operating.
