OFFICE OF LEGISLATIVE LIAISON Testimony Clearance Flow Chart WHS/Security Review OCLL Army Component Army organizations must notify OCLL of hearing, coordinate the statement with interested HQDA offices, and send the statement to OCPA, Mr. Hill, Room 1E487, for final Army clearance. Once cleared by Army staff, the statement is sent by the component to the WHS/Security Review. A completed DD Form 1790 must be transmitted with the draft statement. OCLL I&L transmits draft statement to OMB for review and interagency coordination. OCLL CAD clears EOH statements. (OMB Circular A-19) OCLL OMB OCLL either notifies component of statement clearance, or transmits OMB comments to component POC. OCLL provides name and number of component point of contact if issues require further resolution. OCLL I&L transmits OMB-cleared statement to HQDA staff. OCLL POC distributes copies to the Congress. OMB clears the draft statement, or sends comments to OCLL.
