History • Initial Series in 1990 • Commitment by UN-HABITAT was based on growing demand for leadership training • Covered ten Roles as a result of stakeholder negotiation and discussion • First filed test in Uganda in 1991 • Revised edition published in 2005 and includes 12 roles and competencies UN-HABITAT TCBB

  3. The LEL Series does NOT cover • Rules, Regulations, Standing Orders and other legislative mandates • Information on legal and administrative rules specific to a country • Technical information on the many challenges that face local governments UN-HABITAT TCBB
