  1. 2012 MENS BASKETBALL CAPTAINS MEETING DECEMBER 19TH 2012

  2. RULES • Official KSHSAA Basketball rules shall govern all city league play with the exception of the following stated rules.

  3. PLAYING TIME • Games will be played with 20 minute running halves. A running clock will be used and will not stop except for the following. • Time Outs • The Last 5 minutes of the 2nd half the clock will stop per KSHSAA rules if the point spread is less than 10 points. • There will be a 5 minute half time.

  4. OVERTIME • If the score is tied at the end of regulation a 4 minute overtime will be played in compliance with KSHSAA Basketball rules.

  5. FORFEITED GAMES • Games will be forfeited 5 minutes after scheduled starting time. In the case of extended game times, game will start 5 minutes after previous game ends. • A lineup must be submitted to the score table 5 minutes before your game time. • Teams must have 5 players to start the game. • NO PROTESTS ALLOWED

  6. FREE THROWS 1 and 1 will be shot after the 7th team foul. 2 shots after the 10th team foul each half. • Players are allowed to move into the lane when the ball is released from the shooters hand. Bottom block is unoccupied.

  7. TIME OUTS Each team will receive 3 full and 2 30 second time outs per game.

  8. ROSTERS • Teams must submit a team roster to the PRC office before the first game. • To add a player to the roster the team captain must call the PRC office, 672-3261. • A player can not be on two rosters he/she may only play for one team. • Tournament play- a player must have played at least 2 league games to participate in the tournament.

  9. SPORTMANSHIP The City Basketball Leagues are organized mainly to provide fun, active recreational sport for all that participate. • Rowdy or abusive behavior, profanity, disrespect of the officials and other gestures of poor sportsmanship will not be tolerated. • Anyone violating these rules will be assessed a technical foul.

  10. TECHNICAL FOULS • A player given a technical foul must sit out of the game for 20 minutes (or the remainder of the game) before he/she can play again. • A player given a technical foul could result in suspension from games and/or league. (officials & Rec Dept. discretion) • Any player receiving 2 technical fouls will be ejected from the game and must leave the building or their team will forfeit the game. • Any team given 3 technical fouls in the same game will forfeit that game.

  11. SUBSTITUTION • Players must report to the scorekeeper before entering the game. A player can substitute ONLY DURING A STOPPAGE IN PLAY. • PENALTY: A player that substitutes without reporting to the scorekeeper or entering the game without a stoppage in play will result in a TECHNICAL FOUL. • Pratt Rec will furnish officials and a scorekeeper for the game.

  12. SHIRTS • Numbered shirts of matching color are REQUIRED to aid the scorekeepers and officials. • It is not necessary to purchase new shirts. Numbers may be applied with magic markers. Teams not wearing matching jerseys MUST wear jerseys provided by PRC.

  13. PLAYER ROSTER • All team managers shall fill out a roster of players giving first and last names to the Rec Office prior to the first game. If a player has played on two teams in the Recreation Basketball League, then he/she will be suspended for the duration of the season.

  14. ELIGIBILITY • A player is not eligible to play for more than one team in the recreation Department League. A player may not switch teams once he/she has played a game for another team. • NO COLLEGE BASKETBALL PLAYERS ARE ALLOWED TO PLAY. • Players must be 16 years of age to participate. • A player is considered eligible unless proof otherwise can be provided.

  15. VALUABLES Because there are so many using the facilities, VALUABLES SHOULD NOT BE LEFT UNSECURED AT ANY TIME, please keep track of them. The Rec Dept. is not responsible for losses.

  16. DRINKING AND SMOKING • The Municipal building and Schools strictly prohibit smoking or drinking in or on the premises. • School and City officials have informed us that they will deny the use of the facilities if this law is not enforced.

  17. QUESTIONS • Note: Would there be any interest in a 6’2” and under Basketball league played on 9 foot goals?
