    5. Presentation Overview This presentation will describe the steps taken to implement an Enterprise GIS in Clay County. Major topics will include: The installation and configuration of an ArcSDE / SQL Server, the creation of a Geodatabase, the development of connections with an AS/400 tax system, the modification of ArcIMS sites to utilize the Geodatabase, the change in business practices achieved by using Enterprise GIS.

    26. Change in Business Practices Difficult to accomplish. Technology allows information to flow more efficiently. Requires changes in thinking and regulations. GIS has taken on a lead role for the Plat Review Process.

    27. Plats Plats are received electronically. GIS begins the preliminary plat review process. All land records users have access to the preliminary data through the geodatabase. Plat review, parcel numbers, and addresses are determined from the preliminary data.

    30. Electronic Plat Upload File Creation A plat applicant or his/her agent must upload a copy of the plat in electronic format compatible with software in use by Clay County at the time of submittal and with the Fargo-Moorhead Metropolitan Council of Governments (MetroCOG) layering scheme. The computerized plat must be referenced as Clay County coordinates and provide a seamless edge match to the existing database.  Layering Scheme: MetroCOG’s Layering Scheme Clay County Coordinates: County Coordinates Details File Naming: Uploaded files must include the plat name and an eight digit date within the file name.  (Example: Courthouse 3rd Addition 20050715.dwg – submitted on 15 July 2005) File Format: Uploaded files must be in either AutoDesk’s AutoCAD format or ESRI shape file format. File Uploading Upload the digital file, created according to the above specification, into the appropriate plat directory (preliminary, final, recorded), using the corresponding directory links below: Preliminary Plat Directory Final Plat Directory Recorded Plat Directory

    32. Conclusion Was it worth the effort?

    33. Results All goals have been met. Users have access to most current data. City of Moorhead staff directly access the Clay County geodatabase – no duplication of data. Maintenance and editing are working well. No issues exist with redundant data. Data dumps from tax system satisfy needs. Land Records offices are more closely tied to GIS.
