5. Presentation Overview This presentation will describe the steps taken to implement an Enterprise GIS in Clay County. Major topics will include:
The installation and configuration of an ArcSDE / SQL Server,
the creation of a Geodatabase,
the development of connections with an AS/400 tax system,
the modification of ArcIMS sites to utilize the Geodatabase,
the change in business practices achieved by using Enterprise GIS.

GIS begins the preliminary plat review process.
All land records users have access to the preliminary data through the geodatabase.
Plat review, parcel numbers, and addresses are determined from the preliminary data.
30. Electronic Plat Upload File Creation
A plat applicant or his/her agent must upload a copy of the plat in electronic format compatible with software in use by Clay County at the time of submittal and with the Fargo-Moorhead Metropolitan Council of Governments (MetroCOG) layering scheme. The computerized plat must be referenced as Clay County coordinates and provide a seamless edge match to the existing database.

File Naming:
Uploaded files must include the plat name and an eight digit date within the file name. (Example: Courthouse 3rd Addition 20050715.dwg – submitted on 15 July 2005)
File Format:
Uploaded files must be in either AutoDesk’s AutoCAD format or ESRI shape file format.

City of Moorhead staff directly access the Clay County geodatabase – no duplication of data.
