  2. What is eBPLS • Electronic Business Permit Licensing System (eBPLS) is a software product that will enable Local Government Units (LGUs) to process business applications electronically. An automated processing of business permit application. • Application • Assessment • Approval • Payment/Collection • Releasing • Reports • SMS • Online eBPLS

Other features of eBPLS • Other features of eBPLS • Compatible with GIS software required by NCC • Computerized issuance of Business Permits • Considers and info text feature where registered users can send and receive SMS text messages from the system regarding basic queries on current balance, assessment, etc • Shall be linked to the Treasury Operations Management System (eTOMS) • Pre-printed Official Receipts • Runs on a Local Area Network (LAN) environment eBPLS

Benefits of eBPLS • · Provides assessment for new application, renewal and retirement of the entire business establishment or selected lines of business • Transaction time reduced • Fast assessment • Saves time and money • Minimize human computation interface, as the system should be construed to capture raw data as input for assessments and computations • Immediate access to information eBPLS

  5. LIMITATIONS • Cannot correct itself. (Dependent on user’s correct inputs) • Not all assessment scenarios are incorporated in the system • May require customization. • Needs disciplined users eBPLS

Some Reports that can be generated: • Business Establishment by: Barangay / Owner / Capital Investment / Line of Business / Application Type) • Top N Establishments (N is based by: Capital Investment / Gross / Tax Due / Total Payment) • Blacklisted Business Establishment • Abstract of General Collection • Comparative Statement by: (Quarterly / Annual) • Business Permit • Individual Record of Payment • Delinquency List • Collection Performance eBPLS

  7. Deployment Suggestion 1. Test the system until December 2007 2. While testing, familiarize yourself with the system. 3. Do Change-Management 4. Report bugs to your respective RITC or to NCC 5. Conduct parallel run from January 2008 till onwards. 6. If the system is fully functional and working properly, deploy the system. eBPLS
