Universal Joint Task List Policy • Purpose: To socialize proposed changes to CJCSI 3500.02, “Universal Joint Task List Policy and Guidance for the Armed Forces of the United States.” • Format: Discussion • Way ahead: Codify discussion points in JSAP Process and coordinate at AO and Planner Levels • Target completion date: December 2010

Universal Joint Task List Policy • Clarify Urgent Task Proposal requirements by defining Urgent tasks as those tasks immediately required for readiness reporting • Requires letter from Planner Level to Chief J-7/JETD stating requirement • Failure to update J/AMETL upon placement in Defense Readiness Reporting System will void input • Expand paragraphs on task description, stating that users may select a task based on a component of a legacy task description and not limited if other components of the task are not relevant.

  4. Universal Joint Task List Policy • Address term “measures of effectiveness” (Enc A, Para 1a and throughout the document) • Delete portions of description of ATD as “formerly JTA.” (Enc A, Para 1b) • Clarify use of references in UJTL Tasks, i.e. must be substantial references, not any document that mentions anything to do with that task. (Enc A, Para 2c) • Must be CJCSI, CJCSM, JSG, JSI, JSM, JSH, DODI, DODM, Approved Joint Concept (approved by Joint Staff and published by JS J-7/JCD&E Branch)

Universal Joint Task List Policy • Clarify definition of joint tasks – basis referenced in joint doctrine, emphasize draft doctrine not used as a basis for a task (Enc A, Para 2c) • Amend paragraph to provide capability to coordinate UJTL tasks completely within the UJTL Task Development Tool or via other means than JSAP (i.e. Defense Connect Online for AO level chop). (Enclosure A, para 2d)

  6. Universal Joint Task List Policy • Clarify difference between UJTL tasks and J/AMETL. (Enc A, Para 2e) • Clarify verbiage on task description not addressing “how” or “why,” and delete portion stating elimination of written version of tasks in manual. (Enc B, Para 1) • Clarify definition of acceptable joint reference. Include clarification of joint concepts (approved by Chairman) and include statement that draft documents cannot be used with explanation (could change before publication). Also address limiting doctrinal references to those that cover the major portion of the task and not those that merely mention the task. (Enclosure B, para 3)

Universal Joint Task List Policy • Clarify measures as only required to provide examples and give classification guidance that example measures need not have enough detail in UJTL to classify them. (Enclosure B, paragraph 5) • Is paragraph describing UJTL Submission Processreally needed in this much detail, or is the manual enough?(Enclosure B, paragraph 10) • Clarify Urgent process as for new tasks only, and only if certified by Planner-Level readiness representative that task is required to report readiness. (Enclosure B, paragraph 10?)

  8. Universal Joint Task List Policy • Change language from “CSA Task Libraries” to “other” task libraries to open it up to any other library. (Enclosure B paragraph 11a) • Expand OPOC explanation of responsibilities. • Expand on Level of War – No requirement for similar tasks at each level of war.
