INTRODUCTION In line with CERC discussion paper on transmission tariff (para 8.5 – implementation of loss allocation with distance and direction sensitivity and in an equitable manner requires considerable technical work, including extensive load flow studies, power tracing etc., we would urge RLDCs to initiate these at an early date aiming to implement it in their respective regions by 1st October 2007), WRLDC took up the following measures: • Implementation of EMS • Implementation of power tracing program using EMS snapshot using the Western region data. • Implementation of Point of Connection Tariff by power tracing program using EMS snapshot in collaboration with IIT,Mumbai . POC tariff using EMS snapshots

EMS • State Estimator is working O.K and the difference between estimated and telemetered value has been narrowed down to permissible limit. • RTNA (Real Time Network Analysis) is giving converged solution and is being used for operational purposes. • STNA (Study Mode Network Analysis) is giving converged solution and is being used for operational purposes. • Further refinement of S.E output is a continuous process and is ON. • The look up table for the remedial measures to be undertaken for decided contingencies is under preparation in consultation with the constituents. • Fully operational EMS in Control Room by July 2007 . Characteristics of EMS in WR • Number of buses : 591 • Number of generators : 230 • Number of loads : 603 • Number of lines : 632 • Number of DC poles : 6 • Number of breakers : 10486 • The entire Western regional grid has been modelled as per actual. • The single model is uniform in RLDC/SLDCs.   5. Advantages of EMS snapshots for use in power tracing program vis-à-vis that of load flow studies / SEM data • EMS snapshots depict the actual system. The real time network analysis (RTNA) output gives the actual power system conditions. • EMS facilitates number of converged outputs in a day which is not possible in other methods. • No assumptions are required as in load flow studies and the actual conditions are depicted. • The same and the only EMS model is available at RLDC/SLDCs. It results in total transparency and no validation is required as in load flow studies. POC tariff using EMS snapshots

Power Tracing Program • Power tracing program would be initialised from EMS • The extent of usage of all lines both ISTS as well as state owned lines by load ( all beneficiaries) and generators is identified. • Allocation of loss of ISTS lines done for long term customers based on the actual usage. • Allocation for ISTS charges can similarly be done for long term customers. • Based on extent of usage for short term customers, both transmission losses and charges can be determined. Incidental Advantages of Power Tracing in grid operation • Scientific method • Both distance and directional sensitivity is considered along extent of usage • Number of snapshots can be taken and accuracy is better • Being identical model at RLDC and SLDCs, transparency is ensured • Losses will be known even for every time-block which will help constituent states to implement measures to contain them. • The extent of usage of all lines would be known. Outages can be planned better • Opens up opportunities for private transmission operator/generators to plan location and cost • Sends positive signal for intra-state ABT. • If required, time block-wise computations can be done • LTPs can help in determining differential UI rates for congestion control. Point of Connection Tariff • Locational transmission prices (LTPs) is calculated for each node based on the power tracing program run on EMS output. • Based on LTPs for loads and generators, POC rates of generators and loads are computed state-wise. • Once POC rates are known state-wise, PX trades can be charged accordingly. • POC rates can also be used for pricing of STOA • POC rate provides signals for locating generators and loads.
