SOCIAL JUSTICE through LAND TENURE SECURITY 1.1 Agricultural Lands as Collateral Act (DAR) • Provides farmers with broader access to credit for agricultural production • Certificates of Land Ownership Award (CLOA) will be accepted by financial institutions as loan collateral • Loans must be used for development of land awarded and improvement of agricultural production and marketing • HB 5511 and SB 2553 filed in 12th Congress • DAR proposes improvements in proposed act to improve farmers’ credit-worthiness and help secure retention of land ownership and continuing use for agriculture.
SOCIAL JUSTICE through LAND TENURE SECURITY 1.2 National Land Use Policy • Provides a sustainable growth map for public and private sectors in land development projects and investments • Establishes crucial priorities for land use, including areas to be protected and developed for food security and for ecological purposes • Prevents undue conversion of agricultural land to non-agricultural uses • The national land use policy will provide a fundamental guide to the allocation of land that will reinforce land tenure security • Discourages land speculation and generates revenues • National Base Mapping and Geohazard Mapping for land use planning
SOCIAL JUSTICE through LAND TENURE SECURITY 1.3 Land Administration and Management Authority Act • Provides institutional infrastructure to manage asset reform programs and provide security of tenure to the poor sectors • Creation of a Land Administration and Management Authority, primary agency for land administration and public land management • Unified land database, delineation and mapping services, rationalized and fair land valuation, transparency in land acquisition transactions • Integrate and subsume functions of DENR-LMB, RLMS and NAMRIA and DOJ-LRA and Register of Deeds

HEALTH SECTOR REFORM AGENDA 2.1 Health Sector Reform Implementation Act • Provides incentives for programs that implement reforms in the areas of health financing, public health systems, local health systems, public health regulation • Multi-year budgets for combating and preventing infectious diseases such as malaria and tuberculosis • Health sector investments to upgrade capacity of local health systems for preventive and curative care • Cost-sharing agreements with LGUs and private sector for decentralized primary health care delivery

HEALTH SECTOR REFORM AGENDA 2.2 Template Bill on Hospital Corporatization • Convert viable national government hospitals into government-owned and controlled corporations • Funds to be freed will be used for preventive public health programs • Safety measures to protect the indigent population, linked to the PhilHealth indigents program

HEALTH SECTOR REFORM AGENDA 2.3 Bill Amending DOH-Bureau of Food and Drugs Regulatory Mandates • Amend the BFAD Law (RA 3720) • Strengthen sanctioning powers; quasi-judicial functions to impose sanctions for violations • Monitoring and evaluation of existing and emerging health products and services • Place proceeds from registration and license fees in a special trust fund for DOH-BFAD use.
SPECIFIC MEASURES TO LOWER THE COST OF MEDICINE • Disallow in the Philippines the extension of patent terms about to expire in their country of origin. • Impose compulsory licensing once brand names become off patent. • Ask the BFAD to review its policy on granting exclusive distributorship rights. Allow parallel importation of drugs. • Increase and more effectively enforce penalties for violation of the Generics Law. • Tighten the implementation of quality control procedures in the production of generic drugs. • Further liberalize retail trade in the pharmaceutical sector
