  4. What We Want “…the concern is no longer whether to provide inclusive education, but how to implement inclusive education in ways that are both feasible and effective in ensuring schooling success for all children”. (Baker, Wang, & Wahlberg, 1995)

  5. Inclusion- What it is and why we pursue it Inclusion is not just a place or a method of delivering instruction. It is a philosophy that undergirds the entire system. Inclusion is part of the culture of the program, defining how children, teachers, administrators, parents, and others view the potential of children. (NASBE, 1992)
