SOUTH EAST PLAN Forecasts • Range looks reasonable (28k-36k new homes per year), but doubts about levels of growth implied by Barker report on housing, including ability of house building industry to respond. • Barker report too narrowly based. • Different attitudes to house price decreases. • Need better understanding of migration and backlog. • Lower jobs-based forecast the most likely.

  2. SOUTH EAST PLAN Housing • Need to increase provision of affordable housing – but how will it funded? • Broader range of affordable housing options required. Enhanced role for private rented sector. • Section 106 an inadequate tool, but affordable housing needs to be seen as a priority.

  3. SOUTH EAST PLAN Housing • More scope to use public sector landholdings to provide affordable housing. • More scope to use lower site size thresholds. • Need to capture increases in land values. • Measures required to ensure swift implementation of planning permissions.

  4. SOUTH EAST PLAN Economy • Inevitable that the South East will out-perform other regions, but there needs to be long-term rebalancing. • Danger of complacency – we need to support innovation rather than stifle it. • Smart growth.
