  1. The Executive Body decided: • To start the review of Gothenburg Protocol in 2004. • To use 2015 and 2020 as the target year. • To evaluate emission control options, their costs and their range of uncertainties.

  2. Basic elements for the review: • The EMEP assessment report to be prepared for 2003. • The substantive review and assessment report on air pollution effects and their recorded trends to be prepared for 2004. • The integrated assessment modelling results, including PMx, with a systematic approach to handle uncertainties.

  3. Needs for future negotiations: • Robust scenarios, including those on the develop-ments in transport, energy and agriculture until 2020. • To highlight secondary benefits as supplementary argument for policy makers (no regret strategy). • Transparency on what do we know or not know ? • To be convinced that nothing is wrong with the adopted strategy. The emission abatement reductions will bring with certainty an improvement of air quality in the UNECE region.
