Water Quality Monitoring History • 1988-92 –Middle Snake River assessment units listed as water quality limited under CWA Section 303(d) • 12/95 – IPC filed FERC relicensing applications for Bliss, Upper Salmon Falls & Lower Salmon Falls; requested 401 water-quality certification • 4/97 - EPA approved TMDLs for CWA Section 303(d) listed waters • 5/97 - IPC filed Shoshone Falls relicensing application; requested 401 water-quality certification • 5/98 - IPC submitted temperature & dissolved oxygen (DO) monitoring plans to IDEQ • 8/02 - IDEQ approved monitoring plans • 8/04 - FERC issued project licenses • 12/04 – IPC/Agency consultation regarding temperature & DO monitoring plans • 3/05 - FERC approved monitoring plans requiring ten-minute temperature and DO data collection/reporting

Analysis Conclusion “Water temperature and DO levels measured at the Middle Snake River hydroelectric projects are likely indicative of Snake river watershed conditions, which include the hydroelectric projects. As such, IPC believes continued water temperature and DO data collection as required by the FERC licenses would provide little additional information as data were collected across the recorded range of hydrologic conditions.”
