OMB Policy and Implementation Strategy • FSIO tested and certified software will include CGAC and standard business processes and will be released as the Federal configuration • Integrators must implement the Federal configuration • Agencies must use the Federal configuration • The Federal configuration will be the standard; approved deviations must be registered with FSIO • Agencies will implement new standards at time of major upgrade/implementation of financial system • Based on system life cycle for financial system
Standardization Benefits • Lower risk of agency migration to a Shared Service Providers (SSP) • Assurance that SSP’s process requirements are addressed/incorporated into the process standards • More efficient standardization of interfaces to other systems and Treasury • Potential savings and efficiencies on human capital costs • Improved integrity of financial management at both the individual agency and Government-wide levels and ensures compliance with financial management laws and regulations.

Business Process Standardization Goal: Develop a standard set of business practices for core financial management functions (funds control, payables management, receivables management, reporting, reimbursables) to be adopted by all federal agencies. The document/model will include: • Sequenced activities for core business processes • Data objects participating in a business activity • Relationships among the objects as they exist in the actual business activities • Data elements and definitions used by these objects • Business rules governing these objects
Business Process Standardization • Business Processes (BP) • Funds Management • Currently in final OMB review • Payables Management • Currently in final OMB review • Receivables Management • Exposure Draft to be published in May 2008 • Reimbursables • Exposure draft developed FY 2008 • Reporting • Developed FY 2008
Interface Standardization Goal: Develop a standard set of interfaces to the core financial system to be adopted by all federal agencies. • Standard interfaces will include definitions and layout for required fields • Coordinating with major processes • E-Travel • E-Payroll • Acquisition • Grants
Incremental test originally scheduled to begin August 2008 has been cancelled. • Impact • 2006 Core requirements will not be incorporated into software until subsequent testing cycle
Testing Timeline 2008 FSIO completes standard business process development and updates the Core Financial System Requirements 2009 FSIO creates a new full test of the updated Core Financial System Requirements 2010 FSIO administers a full test of the updated Core Financial System Requirements
