EMERGING ISSUES: PROCESS • IMPROVEMENTS CAN BE ACHIEVED IN THE FOLLOWING AREAS: • REDUCE DEPENDENCY ON CONSULTANTS; • GREATER INVOLVEMENT BY MUNICIPAL MANAGERS IN MANAGEMENT OF IDP; • RELATIONSHIP AND ALIGNMENT BETWEEN DISTRICT AND LOCAL IDPs ; • INVOLVEMENT IN PREPARATION AND ASSESSMENT OF IDPs BY NATIONAL & PROVINCIAL DEPARTMENTS WAS POOR; AND • INVOLVEMENT OF TRADITIONAL AUTHORITIES CAN BE IMPROVED.

EMERGING ISSUES: CONTENT • THE FOLLOWING ISSUES WERE NOT ADDRESSED IN MOST IDPs: • FRAMEWORK FOR LAND USE MANAGEMENT; • PERFORMANCE MANAGEMENT; • DISASTER MANAGEMENT PLAN; • INTEGRATED ENVIRONMENTAL PLAN; • WATER SERVICES DEVELOPMENT PLAN (DCs); AND • MAINTENANCE AND OPERATIONAL COSTS IN RESPECT OF PROPOSED CAPITAL DEVELOPMENTS.
EMERGING ISSUES: FORMAT • THE FORMAT IN WHICH THE IDP WERE SUBMITTED ARE STANDARDISED AND READS EASILY • THE DISTRIBUTION OF IDPS TO ALL ROLE PLAYERS WITHIN THE 30 DAY ASSESSMENT PERIOD HAS PROVEN TO BE DIFFICULT • THE FOLLOWING ISSUES NEED TO BE ADDRESSED: • A STANDARD ELECTRONIC FORMAT FOR IDPs SHOULD BE DEVELOPED TO IMPROVE ACCESSIBILITY • SUBMISSION OF BUDGET INFORMATION SHOULD BE STANDARDISED
