I. IMPLEMENTATION A: Importance of Implementation • Aims to: • deliver the results, • achieve purpose • contribute effectively to the overall framework goals • Importance: Kaplan and Norton (1996): “the ability to execute a strategy is more important than the quality of the strategy itself” • Lessons learnt from inadequate implementation of the Addis Ababa Plan of Action • Risk factors identified and mitigating measures provided B: Implementation Framework • Implementing, monitoring and reporting to be supported by structures of regional organizations structures and ongoing statistical programmes • ECA structures include a Statistics Team, ABSA, CODI, FASDEV, Council of Ministers
ADB infrastructure includes a Statistics Division, ICP-Africa (established relationships between ADB/sub-regional organizations/regional training centres/regional member countries), Board of Governors • AU structures include NEPAD, Council of Ministers and Summit of Heads of State and Governments C: Roles for key stakeholders defined • Creation of framework awareness at all levels (national, sub-national, regional & international) • Need for an extensive & consistent communication program (ECA/ADB/ PARIS21) • Stakeholders to play following roles:
Countries • Prime beneficiaries - primary responsibility for framework implementation • Directors of NSOs prime mover; oversee awareness creation & framework implementation • Each country to designate a Coordinator • publicize & popularize framework among key stakeholders • design national framework awareness program • periodically report on progress • may also be coordinator of the NSDS (synergy) • Each country to design or update its National Strategy for the Development of Statistics (NSDS) • Director of NSO to initiate NSDS and secure support for it.
Sub-regional level • Statistics Units to designate coordinator • creating awareness at this level (Councils of Ministers, meetings of Directors of NSOs, workshops, etc) • provide back up to country coordinators in creating awareness • coordinate with Regional Coordinator • periodic reporting • need for strengthening Statistics Units • Regional organizations • ECA/ADB/AU • to create strategy awareness regionally and internationally • create high level awareness/commitment & support Sub- regional/Country Coordinators • ECA & ADB to: • play leading roles in coordinating implementing, monitoring & reporting • agree on appropriate coordination mechanism taking into account following tasks:
Tasks to be performed: • establishing a coordination team (Regional Coordinator, professionals, consultants, etc.) • initiating & working with development partners (e.g. PARIS21) to develop promotional materials & tools • mobilizing through own structures resources needed to implement the framework • using own technical assistance activities in countries & sub-regional organizations to further assistance to relevant implementing agencies • liaising with country & sub-regional coordinators on a regular basis to assist them on implementation matters • provide to countries & sub-regional organizations technical assistance on a need basis • undertake supervision missions to countries and sub-regional organizations & prepare supervision and progress reports • working out reporting formats and monitoring implementation
liaising with sub-regional coordinators to receive monitoring information on their own activities & their support to countries • reporting on progress on framework implementation for discussion at different levels • establishing a Web page on which to post the latest information about framework implementation
Donors & International Organizations - greater role in supporting statistical capacity building • developing methodologies & frameworks • organizing working groups to review methodologies/ • frameworks • funding statistical programs & projects - role enhanced if: • appreciate statistics as a sector to be singled out for support • advocate for statistics at every level • include statistical capacity building in donor supported projects and programmes • intervention of donors is better coordinated at national, sub- regional and regional level D: Cost of implementation and monitoring • Incremental cost for framework implementation and monitoring: • is about US$ 75 million per year • underscores need for increased government funding • development partners will need to do more
II. Monitoring • Objective of monitoring: • Ensure that framework implementation is on track • Assess how much is being achieved/likely to be achieved • Provides information needed for accountability purposes • Monitoring requires performance indicators • both quantitative and qualitative indicators to be used • indicators selected (see Logical Framework – Annex) • system-related indicators • agency-related indicators • data-related indicators • assistance-related indicators • Monitoring framework builds on: • PARIS21 Statistical Capacity Building Indicators (SCBI) • Data Quality Assessment Framework (IMF) • Paris Declaration on Aid Effectiveness
Monitoring is a continuous process to be undertaken at different levels • Countries will be encouraged to monitor own statistical development as part of the NSDS (NSDS mechanisms for monitoring) & in context of the RRSF • Sub-regional coordinators to receive & collate monitoring information • Overall monitoring to be done by ECA and ADB • PARIS21 Light Reporting Mechanism may be used to report on donors • Peer reviews of country NSS and statistical work of sub-regional organizations
III. Reporting • Monitoring ineffective unless results reported and necessary action taken • Annual Report • country reports, sub-regional reports • ECA & ADB consolidate report to produce Annual Report • Light Reporting Mechanism by PARIS21 to be used to report on donor activities • report to be distributed to members of ABSA & FASDEV • Bi-annual review report • Based on reviews taken in 2007, 2009, 2011 and 2013 by an independent institution/agency • report to identify successes, failures & constraints • recommend actions for next two years • report to be presented to CODI, FASDEV, ECA Conference of Ministers & ADB Board of Governors
Mid-decade review report • mid-decade review 2010 by an independent institution/agency • determine whether framework still relevant • recommend actions for next 5 years • report presented to CODI, FASDEV, ECA Council of Ministers and ADB Governing Board • Main review of the framework - main review of framework (2015) – target year for achieving most of the MDGs - independent institution/agency - report to identify: • Most significant constraints • Most significant successful strategies • How well framework objectives were achieved - report presented to CODI, FASDEV, ECA Council of Ministers and ADB Board of Governors
IV. Conclusions • RRSF will support capacity building efforts • stakeholders must all play their respective roles • ECA & ADB should coordinate overall implementation, monitoring and evaluation
