Proposal for a Directive on Maritime Spatial Planning and Integrated Coastal Management
Problem definition: Why? Increasing and uncoordinated use of coastal and maritime areas → Competition for space, conflicts → Inefficient and unsustainable use of resources → Suboptimal business climate for investors Essential to ensure optimal distribution of maritime space among relevant stakeholders & coordinated management of coastal zones → Full potential of concurrent activities → Lower costs: exploratory research, transaction, operations, … → Increased legal certainty
What? • MSP → draw up plans to identify the most effective utilisation of maritime space for different sea level uses (human activities, protected areas, …) • ICM → ensure that management or development decisions are taken coherently accross sectors • Complementary tools, geographic overlapping : plan and manage • Coordination • Common approach for implementing maritime spatial planning in EU waters, bearing in mindregionalparticularities
How? • Establish a framework for effective implementation of MSP & ICM (Art.1) • Ecosystem-based approach (Art.5) → Ensures protection of natural resources, i.e. basis for the activities • Not sector-specific, covers all areas of the TFEU impacting on coasts and seas (energy supply, transport, fisheries, environmental conservation, …) (Art.5,7,8) • Cross-border cooperation: Coherent and sustainable processes for MSP and ICM between Member States (Art.12) and with third countries (Art.13) • Legally binding approach → predictability, stability, transparency, timelines
