Solid Waste IssuesforProperty Managers Presentation by: Larry Estes, State Recycling Coordinator Recycling and Solid Waste Reduction Program Mississippi Dept.of Environmental Quality
Potential Materials for Recycling/Disposal • Fluorescent/HID Lamps • Freon Equipment • Computers/Electronics • Scrap Tires • Automotive Batteries • Ni-Cd & Ni-Mh Rechargeable Batteries • Used Motor Oil • Corrugated boxes • Paper • Telephone Books • Laser and Inkjet Printer Cartridges
Fluorescent/HID Lamps Fluorescent Lamps • Contact MDEQ for a list of fluorescent lamp recyclers that service Mississippi • 440 4-foot lamps is equal to 220 pounds • 220 8 foot lamps is equal to 220 pounds • Ballasts prior to 1978 contained PCB’s • Consider purchasing mercury free lamps HID Lamps • High Pressure Sodium - Non-hazardous for disposal • Mercury Vapor - Hazardous for disposal Note: Under 220 lbs of HW - conditionally exempt generator 220 - 2200 lbs of HW - small quantity generator Over 2200 lbs of HW - large quantity generator
Freon Equipment • Maintenance on freon equipment by EPA certified personnel only • Freon (R-12, 134A, etc.) must be removed prior to equipment disposal • MDEQ contact: Audra Sandifer 601/961-5673 E-mail: audra_sandifer @deq.state.ms.us
Computers/Electronics • Haul government computers to Surplus Property in Pearl • Sign over computers to a local school or similar government entity for reuse • Contact MDEQ for other recyclers of computers
Scrap Tires • Whole tires are banned from disposal in landfills. • Every county is required by Mississippi law to have a scrap tire collection site . • Retailers are required by Mississippi law to accept an old tire in return for a new one if offered by the customer • When you buy new tires leave the old tires with the retailers so they can dispose of them properly. MDEQ contact: Mark Williams @ 601/961-5404 E-mail: mark_williams @deq.state.ms.us
Automotive Batteries • Banned from disposal in landfills. • Old lead acid batteries can be taken for recycling to various battery retailers in the state. • Retailers are required to accept your old battery when you buy a new one.
Rechargeable Batteries • Call 1-800/8-BATTERY to receive a container for recycling Ni-Cd & Ni-Mh rechargeable batteries
Used Motor Oil • Respond to releases • Above ground tanks greater than 660 gallons or total above ground tankage exceeds 1,320 gallons subject to EPA’s spill containment prevention and countermeasures regulations. • Good sense favors covering tanks, restricted access and secondary containment
Used Motor Oil - Reuse - multi-oil furnace - consumption rate of 1 to 3.5 gph - heat output of 140,000 to 500,000 BTU/hour - complies with EPA regulations • Reuse through on-site burning - avoid disposal costs, liabilities and paperwork forms
Used Motor Oil - Reuse • Reuse through on-site burning - heater burns only oil generated by operator/ owner or used oil from DIY’s - combustion gases vented to the outside of the building and away from air intake
Corrugated Boxes • Contract with a local corrugated recycler/collector • BFI, WMI, Recycling USA, Hinds County Penal Farm/HCSD, Independent Hauler • Bale corrugated boxes with a vertical/ downstroke baler
Paper • Contract with paper recycler • Recycle America, Allen Paper Processing, Hinds County Penal Farm/HCSD
Telephone Books • Contact Keep Jackson Beautiful (601/352-1808) or MDEQ for information on local groups which will remove collected office phone directories for recycling.
Laser and Inkjet Printer Cartridges • Contact MDEQ for a list of cartridge recyclers • Most inkjet recyclers pay for cartridges and pay shipping costs
Compactor Maintenance • Compactors need to be maintained • Optimal operation is 1,800 to 2,000 psi (max. 2,000 to 2,200 psi) • Install pressure gauge on ram head hydraulic line
