User-Producer Linkages Ag. Censuses World Census of Agriculture (WCA) • Provides technical support to national agricultural censuses • Guidelines recommend data user consultation during planning (=> census committee) • User-Producer dialogue at workshop => stakeholders provide inputs re: content
User-Producer Gender Dialogue WCA 2000 • National Consultant/FAO Gender Specialist: presentation on Gender & Ag. Census • Discussion of gender issues/concepts/biases • Results in raised gender awareness of stakeholders • SDW U-P workshop participation in Africa, Latin America-Caribbean, Asia-Pacific regions • Depends on budget constraints, priorities, stage of census for FAO support
User-Producer Linkage Activities C&E Europe • SDW support to agricultural censuses: Georgia-no U-P workshop participation • SEAGA workshops build gender analysis among data users (19 events)
User-Producer Linkage Activities C&E Europe • WID National Action Plans: need for gender-disaggregated data (GDD) • Bulgaria: special gender survey; results not adequately used • Slovenia: GDD retabulation in design • Hungary Agricultural Census 2000: • Gender retabulation=>GDD data base • Presentation of results to policy makers & stakeholders => dialogue opportunity
Lessons Learnt U-P Links • U-P workshops: important catalyst for dialogue • Weak awareness of gender concepts by census stakeholders => exclude gender stakeholders • Rare spontaneous U-P Groups • Integrate GDD in NAP: retabulation
Conclusion Recommendations • Continue gender technical support to ag. censuses • Encourage gender participation in U-P agricultural censuses workshops • Support capacity-building in gender data analysis for producers and users • Work with policy makers to increase demand for gender data
