Observations • Many card schemes have been implemented for single purposes resulting in multiple schemes in single organisations • There are regular OJEU notices from Local Authorities seeking card based solutions for school meals, leisure centre access and libraries, regardless of the national project. • The same for Transport, concessionary travel, a key target citizen for LA’s • There needs to be a national infrastructure available for delivery • Distribution and management needs to be centrally controlled and locally delivered

The smartcard is used as the library card and the borrower details are obtained from the card together with other Information not previously available. This additional information can be used for analysis and marketing purposes as well as for management information
