The Experience • Challenges and frustrations • Application process complicated • Form user-unfriendly • Un-affordable • Few trained doctors • Most ex-combatants illiterate • Turnaround time very long
The Draft Bill • Well written with good intentions • Criterion for pension qualification much improved • Now also covers psycho-social elements • Thus: Bill must be retrospect to cover 2000 cadre applications thus far processed
Advisory Board • Sweeping powers • Therefore to be examined closely • Point 11 (1): “Advisory Board reports directly to the Minister” • No clear demarcation of duties between AB and DG • conflict
Advisory Board Cont… • Composition of the AB • must not ONLY be Military Veterans • AB must be multi-disciplinary
Appeal Board • Also having sweeping powers • Medical Appeal Board proposed • Most MV matters of medical nature • Composition : competent Medical Practitioners; a psychiatrist and physiotherapist, plus others
Terminology • Disability to Impairment • War veterans suffer from psychiatric impairment, not disability
Adjudication • Disablement percentage to be Veteran Specific • Substance abuse and psychiatric impairment should be added
Management • Military pensions to be moved out of GEPF • Advisory Board to constitute new management body
Conclusion • Military Vets not disabled • Therefore not begging for hand-outs • They need acceptance
