Background Context • The Govt. of the Republic of SA committed in the Military Veterans(MV) Bill (B 1-2011 ) to promote, develop & implement policies & strategies for the well being of MVs and their dependants • Clause 5 of the Bill enjoins govt & all organs of state to render “benefits relating to veterans and [their] dependants” 44

Background Context Cont. • Towards this DSD has identified a 5-component(s) strategy consistent with our mandate to focus interventions namely: • Social Assistance benefits for NSF: Pensions • Welfare Services: Psycho-social Counselling • Institutional Support & capacity development for veterans • Technical support for DMV 55

SOCIAL ASSISTANCE • A determination of the financial implication of the benefits has been undertaken • Several options/scenarios were examined-based on the database-profile(s) in the custody of DMV • Cost implications over the MTEF period were projected • The full-picture, subject of revision, is dependent on the final official MV data-base of the Dept. of Military Veterans • The Social Assistance Act 13/2004 and its Regulations will be amended to include the proposed benefits. 66

SOCIAL WELFARE SERVICES • DSD has committed to provide psycho-social interventions, inter alia, post-traumatic stress counseling and support to Veterans & dependants • Assist with family integration & support programmes • DSD cooperates with sister departments on the JCSP Cluster that are working on related matters incl. follow-up to the TRC recommendations. 77

  8. CAPACITY SUPPORT FOR VETERANS • The MV Bill recognises the establishment and existence of organisation (s)-Association- of veterans. To fulfil the functions contemplated by the Bill, the South African Military Veterans’ Association (SAMVA) requires capacity “to advice the Minister and Director-General regarding policies, affairs, and well-being of veterans. In lieu of the required capacity: • Institutional development: Consultation and agreement has been reached between DSD,SAMVA & DMV regarding organisational development (OD) interventions. • The OD Diagnosis is at an advanced stage and once completed will inform the Design of appropriate Capacity Building Interventions for SAMVA. • DSD-and NDA- have availed resources to underwrite process. 88

CAPACITY SUPPORT FOR VETERANS CONT.. • DSD is funding a Half Way facility-cum hospice- initiated by the Heritage Association , in Gauteng, which caters for Military Veterans • The Focus of the House will include: • Health issues (facilitation) • Psychosocial support • Food Security • Skills Development • The IDT is also supporting with infrastructure development • The implementation of the facility/model, is meant to inform further efforts with the roll-out of similar interventions to other parts of the country 99

CONSOLIDATION OF THE ACCREDITED DATABASE • A comprehensive and reliable database will be critical to underpin the provision of the services. • DMV is the sole custodian of the legal data base of the MVs • The database does not provide adequate/comprehensive profiles of beneficiaries • DSD has committed to assist DMV with the consolidation of the database • DMV to lead the project • DSD to provide technical support • Community Development is to assist with the profiling of MVs • Using the War on Poverty tool • Deploying Masupatsela to assist • Project to be inclusive of other departments 1010

PROCESS LEADING TO THE DSD INTERVENTION STRATEGY • The DSD has assigned facilitation of this mandate to a specifically designated unit in the department • The function has established relevant works-streams working with the DMV and SAMVA • The Social Development Sector (inclusive of provinces and Agencies: SASSA & NDA) have been mobilised • Responsive interventions, at the request of destitute veterans, and, or advocacy organisations, have been undertaken, namely, in GP. • A National Consultative Workshop on Military Veterans was undertaken with participation by provinces, SAMVA/DMV & agencies • Periodic & regular reports are provided to the SP &CD & HD Cluster • The Minister of Social Development fully supports the intervention Strategy. 1111
