SHORT HISTORICAL NOTES ON SPECIFICATIONS AND PROCEDURAL ‘WORKS CODES’ A. PREPARTITION ERA: a. PWD HAND BOOK – BOMBAY VOL. I & VOL.II • Although the PWD Publications were published in different states / Governments in India, the PWD HAND BOOK – BOMAY Vol.I & Vol.II are distinguished documents dealing with the specifications of work, rates and procedural instructions. The history reveals the following information:- • First Edition (1876):- The First Edition was published by Captain E.L.Marryat of Royal Engineers with the principal object of laying down a good standard set of specifications for use in Public Works deptt. in the Bombay Presidency COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SHORT HISTORICAL NOTES ON SPECIFICATIONS AND PROCEDURAL ‘WORKS CODES’ • Second Edition (1877):- The Second Edition was published with a few principal additions. • Third Edition (1882):- This was an attempt to revise the Second Edition. The matter contained in this Edition, both new and old was arranged somewhat differently. The most important addition being a set of standard specifications for use in irrigation deptt. • Fourth Edition (1886 – 1887):- In this edition, some specifications which were somewhat incomplete were replaced by others taken from ‘Standard Specifications’ in Madras Presidency. SHORT HISTORICAL NOTES ON SPECIFICATIONS AND PROCEDURAL ‘WORKS CODES’ • Fifth Edition (1896):- This new edition in somewhat reformed shape was brought by Mr. C.I. Burke, M.I.C.E. • Sixth Edition (1900 – 1916):- The Edition was revised in the Secretariat under the immediate supervision of Mr. R.W. Murply. • Seventh Edition (1922):- The Edition was thoroughly revised by Mr. N.N. Ayyangar M.I.E. (Ind). About 31 Books and Publications were consulted in its preparation. SHORT HISTORICAL NOTES ON SPECIFICATIONS AND PROCEDURAL ‘WORKS CODES’ • ‘PUNJAB PWD SPECIFICATIONS’ • Drawn up in 1912 – 13 • Revised in 1936 and so on. • The 1936 Edition was brought by D. Macfarlane, Chief Engineer, Punjab, Public Works deptt. Buildings and Roads Branch. • PUNJAB MANUAL OF ORDERS • Drawn up in 1930 • Revised in 1936 and so on. • PUBLIC WORKS DEPARTMENT CODE OF NORTH WEST FRONTIER PROVINCE. • First Edition 1942. POST PARTITION ERA a. WEST PAKISTAN B&R CODE: • First Edition 1960. • Since 1960, amendments have been made from time to time in the provisions of the Code by respective Governments of Punjab, Sind, NWFP and Baluchistan. • This Code was applicable to respective departments in the restored provinces of the Punjab, Sind, NWFP and Baluchistan by virtue of Article 19 of the Province of West Pakistan (Dissolution) order, 1970 (President’s order no. 1 of 1970) dated 30th March, 1970. • The Code defines the scope of the administrative and Executive Functions of the officers of the Buildings and Road deptt. and embodies such rulings as are necessary in the interest of Financial Control. POST PARTITION ERA • a. The Code derives strength from the Central Public Works Accounts (CPWA) Code, PWD Code, General Financial Rules (Central Govt.), the Audit Code, Punjab Financial Rules etc.etc. • Right from 1970 and afterwards, no department / Province bothered to revise the Code and reprint it for amendments with the result that the old Code now reprinted by private publishers is, by and large, an incomplete, defective and flawed document which contains omissions, typographical errors, unworkable and obsolete clauses and distorted character not in conformity with the ground realities. EXECUTVES FUNCTIONS OF TECHNICAL STAFF CHIEF ENGINEER • Technical and administrative head of the attached department • Professional advisor of the Government in all matter relating to his charge DUTIES OF THE CHIEF ENGINEER • Responsible for the removal, posting, transfer of: • Superintending Engineer • Executive Engineer • Assistant Engineer • Others officers & officials For inter-zonal transfer, CE will obtain orders of the Government Transfer within his jurisdiction will be arranged by him COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
CHIEF ENGINEER DUTIES RELATING TO AUDIT MATTERS • Exercise a concurrent control with the Audit officer over the duties of all the sub ordinates with the maintenance of account and disbursement of public money • No authority over the Audit officer in regards to Audit matters but has a claim on him for assistance and advise in matters relating to accounts and finance • Should arrange that the Audit officer is kept fully cognizant of all proposals and proceedings to enable him to fulfill his functions COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
CHIEF ENGINEER OTHERS DUTIES • Correspond direct with the head of attached departments on all matters relating to details of works pertaining to those depts.. • Prepare annually the portion of the budget estimates relating to the works under his control • To check the budget allotment of the year placed at his disposal by the Govt. • Ensures that money which is not likely to be spent during the year is promptly surrendered so as to allow its appropriation for other purposes • Also ensures that the accounts of Public Works Divisions are properly maintained COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
EXECUTVES FUNCTIONS OF TECHNICAL STAFF 2. SUPERINTENDING ENGINEER • The administrative unit of the dept. is the Circle, in charge of SE who is responsible to the CE for the administration and general professional control of Public Works in charge of officers within his circle DUTIES • To inspect the state of the various works within his circle, and to satisfy himself that the system of management prevailing is efficient and economical, that the different articles in stock are duly verified according to the laid down rules • Also responsible that no delay is allowed to occur in the submission of completion reports or periodic progress report • To report on the efficiency of the sub-ordinates officers • To check that the staff employees in each division is actually necessary and adequate for it management COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SUPERINTENDING ENGINEER DUTIES • To check that the staff employees in each division is actually necessary and adequate for it management • Examine the condition of surveying and mathematical instruments at the headquarters of Divisions. • To inspect each divisional office in his Circle at least once in a year to examine initial accounts, accounts of stocks, tools and plant and stock manufacture, registers of works and other divisional books, mode of preparation of estimates, contract agreements, contractors accounts, system of recording plans and papers, and office work generally • To submit a report to the CE intimating whether the inspection discloses any serious irregularities or other matters • To maintain the authorized system of accounts throughout his Circle for the inspection of the Audit officer COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SUPERINTENDING ENGINEER DUTIES • Responsible for the engineering character of every work which he approves and while submitting any report, design, estimate, or other document to CE, will state his own opinion and recommendations • To check and compares the estimates with drawings • To supervise the local funds expenditure in communication with the Civil officer • To proceed to any place in their circles to report on any important design or work, or any serious accident • To correspond direct with any of the local authorities, civil or, military, with in his Circle COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SUPERINTENDING ENGINEER DUTIES RELATING TO AUDIT MATTERS • To maintain the authorized system of accounts throughout his Circle for the inspection of the Audit officer • To assist each other in rendering the management of the accounts of the dept. as laid down rules • Also examine the books of Divisional Officers and their sub-ordinates • To examine the register of the works, so as to keep a vigilant watch over the rates of work • To investigate excesses over sub-heads with a view to decide whether or not revised estimate is required for the work COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SUPERINTENDING ENGINEER TRANSFERS WITHIN CIRCLE • To transfer and post all members of establishment within their circles with the following exceptions: • Divisional Officers • Sub-Divisional officers • Divisional Accounts Officer • Officer other than the above who have specifically posted by CE to a particular post for some reasons (requires CE’s approval) • For transfer outside Circle, SE should try to arrange mutual transfers of non-gazetted establishment, for personal reasons, in direct communication with the SE of Circle concerned. DIVISIONAL OFFICER • The EXECUTIVE unit of the dept. is the Division, in charge of divisional officer who is usually an Executive Engineer (XEN) and is responsible to the SE for the execution and management of all works within his division • Assistant Engineers are placed in charge of divisions, either to fill short term vacancies or if XEN is not available • Can receive orders only from his own departmental superiors, the head of the Administration, or other Civil officers duly authorized DUTIES • To inspect the state of the various works within his division, and to satisfy himself that the system of management prevailing is efficient and economical, that the different articles COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
DIVISIONAL OFFICER DUTIES • To ensure that proper measures are taken to preserve all the buildings and works in their Divisions and to prevent encroachment on Govt. land in their charge • Keep accurate plans of all Govt. lands, take care that their sub-ordinates make themselves acquainted with the boundaries and check that they are maintained • To report immediately both verbally and in writing to the CE and also to SE in case of a serious accident • May transfer establishment others than Sub-Divisional officers and Divisional Accounts Officer within their respective Divisions COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
DIVISIONAL OFFICER DUTIES • Responsible for the proper maintenance of all works in their charge and for the preparation of projects and design and estimates, whether for new works or repairs • To organize and supervise the execution of works and to check that they are suitably and economically carried out with materials of specified quality • Strictly prohibited from commencing the construction of any works or expending public funds without the sanction of competent authority and also from making or permitting any material deviations from any sanctioned design/ rate/ quantity in the course of execution without specific authority, or in case of emergency, when the change should be forthwith reported to the Superintending Engineer COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
DIVISIONAL OFFICER DUTIES • To close the accounts and to prepare the completion report immediately after a work is finished • To take the necessary steps for obtaining funds for the works under their control, and will keep their accounts and submit them regularly to the audit office under the rules for the time being in force • Responsible for the correctness in all respects, of the original records of cash and stores, receipts and expenditure and for seeing that complete vouchers are obtained. DIVISIONAL OFFICER DUTIES • Responsible for affording information of the probability of excess over the estimated cost of work, and is expected not to allow any delay to occur in reporting any such probability to the Superintending Engineer • Responsible for the maintenance and safe custody of all equipments and machinery • To furnish Treasury and Sub-Treasury Officers, after due inspection, with the certificate, as to the security of strong rooms used or proposed to be used for the storage of valuables • In addition to it, he is also the ex-officio professional adviser of all dept. of the administration within limit of his charge COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA

SUB-DIVISIONAL OFFICER • The division is divided in to Sub-Divisions in charge of Sub-Divisional Officers who may be Executive Engineers, Assistant Engineers or where no such officers are available, Sub Engineer sub-ordinates. KHYBER PAKHTUNKHWA WORKS CODE – 2012 • This is almost a ‘new Code’ in supersession of the ‘West Pakistan B&R Code’ (1960) and has been prepared with the permission of the Provincial Government • The ‘new Code’ has been formulated by a special constituted committee • The committee carried out deliberations and revisited the ‘1960 West Pakistan B&R Code (amended) in totality, reframed and regenerated a totally New ‘Code’ Document called ‘Pakhtunkhwa Works Code – 2012’. AIMS & OBJECTIVES OF THE NEW CODE – 2012 • To promote efficiency, stream line working and improve performance of all engineers and functionaries working in the Engineering departments of the Govt. of Khyber Pakhtunkhwa • To provide a ready reference and authoritative ‘guide’ for the correct guidance of the officers in all the Provincial Engineering departments • To make the Engineers conscious of quality, timely completion and economy in construction • To inculcate in the minds of the Engineers the importance of the resources of the Project commonly known as 4 M’s (viz. SALIENT FEATURES • This Code when approved shall be applicable to the following departments of the Government of Khyber Pakhtunkhwa: • Communication and Works. • Public Health Engineering • Irrigation • Energy and Power • Local Government & Rural Development • Housing & Physical Planning • Any other department/organization associated with public works. SALIENT FEATURES • The new Code has been founded on the existing office rules in force, Rules of business, CPWA Code, PWD Code, General Financial Rules, Audit Rules, Procedures and Rules on Contracts and procurement of works • ‘GLOSSARY’ of about seventy terms used have been added to the New Code 2012 for clarification of the terms used • Powers and functions of different functionaries of the deptt. have been clearly defined COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SALIENT FEATURES • The system of holding and conducting professional examinations, selecting syllabii, and compilation of results together with fixation of criteria of passing the examination as well as the importance of clearing successfully the examination has been elaborated for all disciplines of Engineering and Architecture in the new Code – 2012. The old ‘syllabus’ existing in the old code had lost its significance and required improvement and amendment in the wake of the latest technology, Engineering practices and trends • The Rules governing temporary and work charged establishment which figured importance in the old Code have been reworded in line with the establishment rules on the subject and the current policies of the Government COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SALIENT FEATURES • Policies regarding security deposits of the subordinate services (cashiers, storekeepers etc.), stationary and forms, preservance and destruction of official records have been reset in the New Code – 2012 as per the latest instructions of the Govt. • The difference between various kinds of repairs, improvement and original works together with the processes involved therein and the codal formalities required for their execution have been well explained in the new document • Regarding Maintenance and the original works, responsibilities of different officers about the execution of works and maintenance of Accounts have been well-elaborated in the New Code – 2012 • The Correct way of preparation of Project proposal, processing and taking the Project to a meaningful goal has been explained in the new document COMMUNICATION AND WORKS DEPARTMENT, KHYBER PAKhTUNKHWA
SALIENT FEATURES • Method of preparation of Contract documents, inviting tenders and approval of tenders has been described in the new Document. • Rules and procedure, regarding requisition of new buildings, additions and alterations to existing buildings as well as ‘Renting’ have been clearly described therein. • Procedures regarding the Land acquisition formalities under the relevant provision of the ‘Land Acquisition Act’ have been explained in the new Document. • Rules regarding Govt. owned furniture and articles have been discussed from the view point of their safety and maintenance. • The old B&R Code contained lengthy procedures of ‘Stock Account’ and purchase of stock Materials which had totally become obsolete, unworkable and against the existing Policies of the Govt. The subject of stores as explained in the new document has been reworded briefly according to the importance of the subject and the manner it is to be dealt with. SALIENT FEATURES • The new Code is clear about the latest financial powers of the different categories of officers • The working relationship that is required between the officers of the Engineering department and others with regards to efficient maintenance and project operations has been illustrated • The new Code also explains other Miscellaneous issues relating to projects, office working and conduct of engineers • The new Code in a condense form has been extracted from the relevant Accounts and Audit – Code, rules and regulations of the Govt. • The new Code is an effort to provide a hands-on guide to the officers of the Engineering deptts.
