  2. Highly Qualified vs. Highly Effective • “Highly Qualified” teacher is a minimum requirement • “Highly Effective” teacher is the goal

Goals • Ensure “Parents Right to Know.” • Ensure that schools submit complete and accurate data. • Increase the percentage of classes taught by “highly” qualified teachers in core academic areas. • Ensure that poor or minority children are not taught by inexperienced, unqualified, or out-of-field teachers at higher rates than other children. • Increase the percentage of schools that make adequate yearly progress toward the goal of improvement in student achievement in reading and mathematics.

  4. Federal NCLB Highly Qualified • Hold a bachelor’s degree AND • Hold a valid Arizona Teaching Certificate (intern, provisional, or standard) -Charter school teachers are exempt from this certification requirement. -Exception: Special Education teachers must be appropriately certified for the Special Education area in which they teach. • Demonstrate content competency

The Process Within the first 4 weeks of school complete the following: • Download the Highly Qualified Teacher Attestation and Principal Attestation forms. -08-09 Forms Available Shortly -http://www.ade.az.gov/asd/hqtp/admin.asp • Make copies of the Attestations for each core academic teacher -Elementary -Middle/Junior High, High School, Visual Arts & Music -Special Education -REAP

  7. The Process • Core Academic Subject Areas Include: -Elementary Education -English, Reading/Language Arts -Mathematics -Science (including General Science, Biology, Earth Science, Chemistry, and Physics) -Foreign Language -Economics -Civics/Government -History -Geography -Visual Arts -Music

The Process • Have teachers complete the appropriate Teacher Attestation and obtain documentation verifying their highly qualified status. • Review all Teacher Attestations and verify the documentation (attach documentation to Teacher Attestation). • Assist “non-highly qualified” teachers on their Individual Teacher Plan. • Teacher receives copy of Teacher Attestation and Individual Teacher Plan.

The Process • Send letters of notification to parents of students in the classes of non-highly qualified teachers (maintain a copy of the letter and the date distributed to parents at the site). -Requirement for Title I Schools only. -Strongly recommended for all schools. • Complete the Highly Qualified Teachers Summary School Report and forward to the Superintendent. • Complete and sign the Principal Attestation (hold one copy and forward one copy to the district office to keep on file). • All attestations with documentation are kept on file for easy access.

  10. The Process • Store the files at the school site or at a district site (district decision).

Parents Right to Know • Title I School-wide and Title I Targeted Assistance Programs. • LEA’s must provide parents with a timely notice that their child has been taught for four or more consecutive weeks by a teacher of core academic subjects who is not highly qualified. • LEA’s must notify parents of students attending Title I School-wide and Title I Targeted Assistance Programs that parents may request information on the professional qualifications of the student’s teacher.

Parents Right to Know • The information must state whether the teacher: -Meets State Qualifications/Licensure requirements (for charters this would be for Special Education teachers). -Has a baccalaureate degree. • The child receives services from a paraprofessional and the qualifications of the paraprofessional.

Parents Right to Know (Date) (School Name) (Address) (City, State, Zip) Dear Parents: Under the Federal No Child Left Behind (NCLB) ACT of 2001, Title I schools are required to provide parent notification when a teacher does not meet the requirements of a highly qualified professional as outlined in NCLB legislation. We value (Teacher’s Name) as a faculty member at (School Name). Although (Teacher’s Name) is qualified to teach in State of Arizona, charter schools, he/she does not meet the criteria for being highly qualified according to the NCLB guidelines. (Teacher’s Name) has been a successful teacher at (Name of School) and we are happy to have her/him be a part of our staff. Although (Name of Teacher) does not currently meet the highly qualified criteria, (he/she) will be completing the necessary highly qualified requirements as soon as possible. Thank you. Highly Qualified Teacher Position Input System • On-line data system to report highly qualified status of core content teachers. • The Arizona Department of Education uses this data to report to the U.S. Department of Education. • District determines who is responsible for managing the data for the LEA. • The LEA representative must be provided with Common Log-On access.

  16. Highly Qualified Teacher Position Input System • Select LEA & School from the drop down box. • Teacher list will appear to the left of the screen. • Please note, for new charters, you will have to add teachers manually to begin.

  17. Highly Qualified Teacher Position Input System The types of information collected by this application include teacher credentials, teacher years of experience, teacher position(s), teaching content, grades taught, periods taught, highly qualified status and qualification criteriaused.
