SPS research priorities – Action plans

This research project aims to identify cost-efficient solutions for livestock producers in developing countries, focusing on the impact of identification measures and the consolidation of data from different sources. The project involves collaboration with ILRI, EU-E-ID, CSIRO, and the private sector meat industry. Funding is provided by STDF, and the project is commissioned by FAO.

SPS research priorities – Action plans 1.1 What are the most cost efficient solutions that can deliver in DCs?; Need to apply this to the entire populations, or just for export?; Impact of id measures on market participation of different strata of livestock producers?; Who: ILRI; EU-E-ID; CSIRO; private sector/equipment/meat industry Funding: STDF How: Open tender? But disadvantages, lack of best practice. Commissioned by FAO using workshop to bring appropriate actors together

Different for different opportunities?; • What is an appropriate barrier for a specific disease?; • Who: Academic; public and private sector • Funding: USAID or EU DG trade • How: Case study approach started by FAO writing tender proposal and approaching donors

  4. 6.1 Does the technical assistance asked for and given actually lead to increased trade / trading opportunities? (What kind of technical assistance facilitates trade? – cost effective entry into product markets); • How can the ability to respond effectively to changing market conditions / circumstances be supported best? What needs to be in place to ensure ‘adaptability?; • Who: Skills sets required: education, social, economic, technical expertise, management science • Funding: STDF (as WTO already involved) • How: FAO provide project outline to WTO and request STDF funding

  5. Effect of the current trend in SPS, super markets etc, concentration of production in big firms… what are the broader poverty impacts? What scale of production ‘is best’ for poverty reduction, economic development? (also for non-export); • What kind of organizational mechanisms / institutional changes would be required to support these different models / development pathways? • Who: Social, economics, production, technical… ILRI/IFPRI and World Bank rural development unit • Funding: WB, DFID? • How: FAO produce outline for consideration by WB and DFID.

SPS – Additional Action plans • Harmonization – some general issues • - Would standards be different if DCs participated?; • What would their actual influence be?; • How could DCs be best facilitated to participate effectively?; • Who: NGO / Academic • Funding: NGO • How: FAO interfaces with NGOs to have the issues picked-up.

  8. 1.5 Interpretation of OIE AW standards for DC production systems?; • Are AW rules a non-tariff trade barriers or an opportunity? • Who: Fair trade • Funding: WSPA; HSA; RSPCA; EU-DG trade • How: FAO interfaces with Fair trade and international welfare organizations. • 3.1 Risks mitigation from commodity trade?; • Risks assessment compartmentalization? (capacity ‘in-country’ do carry out risks assessments?); • What is the best model to deliver sustainable risk assessment expertise? (but unless you have an identified market opportunity… why bother??)
