Background to SFC network • Political standpoint • Disconnect between Police and communities • Desire to put the public ‘back in the driving seat’. • Want everyone to play a part – including Third Sector • PCC’s are the mechanism to do this • Safer Future Communities set up to help Third Sector • Understand the impact of the forthcoming changes. • build effective working relationships between the VCSE and PCCs and other statutory agencies that impact on community safety • Have a clear point of contact to get Third Sector input. • highlight local community safety needs and priorities • show how the VCSE sector contributes to meeting community safety needs.
Risks • PCC has single pot of money for South Yorkshire and nothing is ring fenced. • Publically elected. Third Sector work is not always popular with the public • Moving towards a commissioning framework Key Question will be: “Why should PCC divert money from the Police Force to Third Sector?”
What will the network do? • Key channel of communication between PCC and Third Sector • Influence the Police and Crime Plan • To support the VCSE to develop and communicate a business case for the work of VCSE organisations in community safety • To support the VCSE to engage with and influence new funding and commissioning structures. • Highlight the impact the Third Sector makes in South Yorkshire. Promote case studies to the PCC.
How will it work? • Creative with resources • Needs engagement from people across the sub region. • No funding for staff hours – just room hire • Use existing networks, set up virtual networks via e-groups
Potential Model • Use existing reps who sit on CSP boards in each of area of the sub region • Recruit additional reps with expertise that match the Home Office and local community safety priorities. • Agree priorities in Sub groups and feed in priorities to Network Lead / shared plan. This work to be done through virtual meetings • Inform PCC of priorities Home Office community safety priorities • Crime and reoffending • Anti social behaviour • Violence against women and girls • Substance Misuse • Youth Crime • Victims of Crime • Equalities and diversity
