Human Resources • Critical component in achievement of Millennium Development Goals (MDGs) and eMTCT goals. • Contexts differ according various countries in terms of staff establishments and percentage filled . • HR development approaches again differ, FBOs involved in HR for Health Development across countries. • Brain drain has & remains a major constraints to outside countries. • Staff movements from rural- urban; from FBOs to Government units & vice versa.

HR Incentives • Further training/skills building offered, offering better accommodation through rural rehabilitations schemes to aid retention. • Policy shifts like task shifting and negotiations with regulatory bodies to allow some cadres. • Curriculum reviews to integrate HIV care and other interventions like RH. • Improvement of remuneration packages

  4. Approaches employed • Task shifting/sharing • Involvement and incentivize community health workers and expert clients. • Building capacities of countries to train their own staffs. • Improving the conditions of services, access to loans, supporting education of their children, • Support supervision, mentorships and coaching. • 70-80% of FBO’s cadres are funded by the Governments especially lower cadres through MOUs and service level agreements.

  5. Recommendations • Develop clear career path, improve retention strategies through improve conditions of services (incentives like housing, access to loans), address brain drain both in Government and FBO’s. • Curriculum reviews to provide all round in-service training for health workers joining the worker force. • Capacity building in Leadership and HR management for both Government and FBO’s. • Governments increase financing of health workforce in FBO health units and also embrace task shifting.
