  1. All-Family Participation Rate • The participation rate includes all families with at least one work-eligible parent • Two-parent families must have at least one of the parents participating in the minimum required hours to be included in the numerator of the all-family rate. These hours must be reported in the data entry system

  2. Two-Parent Family Participation Rate • The two-parent family participation rate only includes families with two work-eligible parents • Two-parent families where one parent has a medical limitation lasting greater than 30 days recorded on the data entry system (as a deferral) will not be included in the two-parent family participation rate

  3. Teens Without A High School Diploma or GED • Teens without a high school diploma are treated different for inclusion in the numerator of both rates
