  1. What Makes Governments Act? Why do they make Laws?

  2. 1. Changing Circumstances: • Laws must change to keep up with the changing times. • This may involve changes to society’s values or changes in technology for example. • E.g. Cloning technology. The government must study the issue, make recommendations to Parliament and propose new laws.

  3. 2. Public Opinion: • Sometimes the public will pressure governments to make a change following some spectacular event. • E.g. a violent crime by a teenager may lead to a call for stiffer penalties for young offenders. • E.g. 9-11 Attacks in U.S. triggered Canada to create new Anti-Terrorist laws.

  4. 2. Public Opinion • Some public opinions change slowly. • Attitudes toward smoking in public is another issue to which the public’s attitude has slowly changed. New no smoking in car law affects youth under the age of 16. • And sometimes pressure comes because of social movements. E.g. MADD

  5. 3. Court decisions: • Sometimes decisions made by the courts (e.g. Supreme Court in particular) may cause governments to create of change laws. • If a law is found to conflict with a section of the Charter, that law will be struck down.

  6. 4. Election Promises: • When politicians run in elections they and their parties promise to put certain plans into action. • These promises are known as Party Platforms. If a party wins, they will try to put these plans into effect.
