Operations Level Responders The Operations Level Responder is that person who responds to hazardous materials/weapons of mass destruction (WMD) incidents for the purpose of protecting nearby persons, the environment, or property from the effects of the release. Unit 1 7
Core Competencies • Survey the hazardous material/WMD incident • Gather hazard and response information • Predict the likely behavior of the material and the container • Estimate the potential course and harm • Describe the response objectives • Identify action options • Determine suitability of PPE • Identify decontamination issues • Establish scene control • Preserve evidence • Establish ICS • Use appropriate PPE • Evaluate progress • Communicate the planned response Unit 1 8
