Early Recovery • 1. Contribute to Holistic Early Recovery in Conflict Affected Areas. • 2. Build resilience and promote Disaster Risk Reduction in vulnerable communities • 3. Strengthen capacity of local NGOs to deliver • assistance efficiently, effectively and according to • international standards
Education • 1. In cooperation with MoE and relevant clusters, conflict-affected boys and girls gain access to child-friendly and life-saving education. • 2. In cooperation with MoE and relevant clusters, quality of education is strengthened as vulnerable boys and girls gain access to health promoting and life-saving services. • 3. Education Cluster raises profile by increased cooperation with ministries, cluster partners/other humanitarian actors on joint assessments, advocacy, programming and monitoring.
Food Security • 1. Save lives and improve food security and agriculture-related livelihoods of the most vulnerable people (women, men, boys, girls, elderly, persons with disabilities, etc) through a combination of food assistance and agricultural support, at the same time strengthening the resilience of vulnerable communities. • 2. Ensure an effective coordination to reach the most vulnerable with clear priorities in relation with the first objective, harmonized implementation approach, information sharing and the development of cluster technical tools, including indicators, assessment as well as monitoring and evaluation.
Food Security • 3. Identify and implement best practices to strengthen partners’ capacity building, especially national counterparts. Increase interaction with Yemeni Institutions to move forward the strategic response to protracted food insecurity. • 4. Develop and implement a Food Security and Agriculture Cluster Advocacy strategy, on behalf of the vulnerable food insecure communities, as well as to support cluster’s partners activities and programmes.
Health • 1. Ensure effective intra-cluster and inter-cluster coordination, primarily between the Health, Nutrition and WASH Clusters with a focus on joint needs assessment, programming, monitoring and evaluation. • 2. Contribute to improving access to quality primary and secondary (hospital) health-care services that include basic health and emergency referral services for vulnerable populations, through a focused approach on health system strengthening • 3. Strengthen local capacity to predict, prepare for, respond to, and manage public health risks that include communicable diseases and seasonal emergencies through establishment and strengthening of DEWS. • 4. Contribute to reductions in maternal and child morbidity and mortality within priority districts, focusing on safe motherhood and child survival interventions in line with Millennium Development Goals 4 & 5.
Logistics • 1. Enhance the predictability, timeliness and • Efficiency of the emergency response of the humanitarian community in Yemen under the Cluster approach • 2. Facilitate the access of the humanitarian • personnel to the affected areas and ensure • operational continuity (Air Passenger Service). • 3. Fuel Provision Service to the Humanitarian • Agencies.
Nutrition • 1. Improve access to quality therapeutic and preventive nutrition interventions for acute malnutrition and micronutrients’ deficiencies among vulnerable groups. • 2. Improve institutional infrastructure, systems and communities’ capacity to restore and enhance basic nutrition services delivery. • 3. Strengthen strategic Information ;( surveillance systems, timely routine data collection and analysis, formative researches and continue roll out of SMART surveys). • 4. Strengthening a comprehensive multi-sectorial approach to address under nutrition through joint prioritisation of geographic area, assessments, response, and monitoring. • 5. Mobilize national and international efforts to address long term nutrition concerns (e.g. Chronic malnutrition).
Protection • 1. Enhance Protection of Civilians and Strengthen the response to victims of human rights and humanitarian law violations and the protective environment of vulnerable and conflict affected persons • 2. Strengthen the Identification, prevention and response to GBV against women, girls, men and boys affected by conflict and civil unrest • 3. Strengthen the protective environment for affected and vulnerable children, girls and boys, to ensure the prevention of and response to abuse, neglect, exploitation and violence of these children in emergency, crisis and situations of armed conflict
Shelter/CCCM/NFI • 1. Facilitate / Advocate for durable solutions in accordance to international standards for vulnerable displaced persons in coordination with all stakeholders including the affected population • 2. Upon needs assessment, ensure that identified vulnerable categories of women, men, boys, and girls amongst IDPs, host communities, and conflict-affected communities meet their minimum shelter and basic household needs to improve their living standards • 3. Ensure equal participation of women and men in decision-making and prevent the risk of SGBV during the delivery of assistance • 4. Build camp management, coordination, monitoring and reporting capacities for all actors including national / local authorities to strengthen response including assessments and preparedness.
Water, Sanitation and Hygiene • 1. To save lives by sustaining (operate, maintain, restore and rehabilitate the existing) and expansion (new installations) of improved water availability to 3 million most vulnerable girls, boys, women and men affected by conflict, disease outbreaks, malnutrition in rural as well as urban areas including schools and health centres. • 2. To save lives by sustaining (operate, maintain, restore and rehabilitate the existing) and expansion (new installations) of sanitation facilities and services to 1 million most ….. • 3. To save lives by promoting hygiene amongst the 3 million most.. • 4. To build capacity of communities, local authorities, CBOs, and implementing partners to sustain, expand as well as manage water, sanitation facilities and hygiene services
