NEWS FROM THE FIELD • MOLDOVA • Probation is a priority for Justice Policy in the context of the Legal Reform • Goals: reduce overcrowding + modernization + gain public confidence • CROATIA • Young, benefit from the approach to the EU, cooperation with UK and Czech Republic, CoE Rules as a guide, 2013 reduction of offenders in prison. • New law: CSM as an alternative of short sentences • Floods + Post-Traumatic offenders

  6. NEWS FROM THE FIELD • CZECH REPUBLIC • Justice may be understood as restorative • Offenders and Victims under the same roof • Council of Probation and Mediation • Manual on line at CEP • RUSSIA FEDERATION • Are there CSM? • Draft law on juveniles, the future baby?

NEWS FROM THE FIELD • ALBANIA • Very young (2009) and very active, a lot of efforts done • Which is the place for probation? • ROMANIA • Fascinating future: 33% of growing in capacity • The importance of Cooperation with other jurisdictions • SLOVENIA • Need for a unique Agency, but preserving what works: Rate of imprisonment: 67/100.000 (which is really very positive) • Important use of mediation in the whole system

NEWS FROM THE FIELD • LATVIA • Very advanced system, moving forward very fast • The importance of learning from best practices by transferring principles to local needs • Leadership role? • LITHUANIA • Huge advance in 10 years (assessment tools, Restorative Justice, Programs) • EM, since 1 of July 2012 // Future: Violence at home; risk assessment of Juvenile Reoffenders

  9. NEWS FROM THE FIELD • THE NETHERLANDS • The risks of grandparents: not been open to learning from youngers • 31.5 million against 225 million in prison • Mix system: MoJ plus 3 Non-Profit organisations

  10. NEWS FROM THE FIELD • UGANDA and SOUTH-KOREA • It was difficult to arrive, mutual understanding was easy: we are part of the same family • CSM is an opportunity for replacing prison as the unique punishment • The important role of volunteers for liaising with the whole community
