Letter of Intent Submitted: 31 January 2007 Lead Principal Investigator: Brian Taylor Co-Principal Investigators: 32, all from SOEST Focus Area 1: Regional Coastal Ocean Observing Systems (RCOOS) Development Total Request for 3 years: $6,225,432 Response from NOAA, Wednesday March 14: encouraged to submit a full proposal

Letter of Intent • The review process for these letters included a minimum of three evaluations by members • of the IOOS community including a merit review panel. • Panel scores: Very good - Excellent • Panel comments: •  Well-written proposal, an excellent start for a Hawaiian OOS, and could be a model for all • Pacific Islands OOSs. •  LOI states that they will work with NOAA and that is good. •  Although, there is good diversity of co-PIs, there is concern that it is too UH-centric •  Good statement of purpose. •  Good connection to regional and National initiatives. •  Good focus on information product development. •  LOI lacks detail on getting data to customer base. •  Good technical plan. •  Some reviewers felt they were promising too much and others thought it was reasonable. •  In the full proposal, be selective and focus on what to deploy, be attentive to information • delivery to consumer, be sensitive to demonstrating that the OOS engages all partners • besides the strong UH team. • 123 proposing to this opportunity received. NOAA is requesting 42 full proposals.

FY 2007 Regional Integrated Ocean Observing System Development Seeks proposals in one of three focus areas: Regional Coastal Ocean Observing Systems (RCOOS) Development IOOS application and product development for regional stakeholders Data management and communication by local data network nodes

  9. Focus Area 1: Regional Coastal Ocean Observing Systems (RCOOS) Development. 1. To further the establishment and integration of observing system assets within regions. 2. Proposals submitted under this focus area will demonstrate the approach and benefits of integration at the scale of the Regional Association. 3. Proposals must implement and end-to-end RCOOS that addresses regional needs. Goals: 1. Integrate regional assets and contribute data & information to address regional priority Issues. 2. Contribute coastal and ocean meteorological and oceanographic data to complement existing National data streams and provide broad access to the data. 3. Develop information products that meet the needs of defined users within the region. 4. Contribute to the overall development of IOOS through participation in IOOS planning at regional and national levels

  10. Focus Area 1: (continued) Proposals should address: 1. Regional deployment, operation and maintenance of sensors and platforms 2. Regional integration of data streams, quality assurance procedures and data delivery 3. Generation of regional products of value added targeted products for identified users Important Points: 1. Ideally, proposals submitted under this focus area would demonstrate the approach and benefits of integration at the scale of the regional association, though advancement toward that goal will be considered. 2. The RCOOS needs to be developed in a manner that addresses the REGIONAL priorities.

  11. Focus Area 2: IOOS application and product development for regional stakeholders 1. To develop, advance and document the value of applying existing IOOS assets to the real-world issues of managers, industry, and the general public. 2. Address regional needs for IOOS applications and products and quantify the value of the application or product to the end user Proposals should address regional priorities within the following themes: 1. Community resilience: Natural Hazards 2. Maritime Operations 3. Ecological Decision Support

  12. Focus Area 3: Data management and communication by local data network nodes 1. To develop guidance and processes for regional non-federal data providers to contribute to the IOOS data stream. 2. Proposals will develop local data network nodes that deliver regional data to a range of consumers using common standards. Topics: 1. Regional data management planning and coordination 2. Storage and Archive 3. Documentation 4. Discovery 5. Common Data Model 6. Data Exchange Services
