National circumstances • Area - 29.800 km2 • Population – 3.2 mln • 65% of Armenia's population lives in urban areas. • Total GHG emissions in 2000 makes 6635 Gg CO2eq • There are over 400,000 apartments with a total area of 27 million m2 in multi-apartment buildings • 40% of the national energy saving potential is in the buildings, an equivalent of 402,000 toe or 944,000 t of GHG emission reductions annually
LegalBackground • The Law on Energy Saving and Renewable Energy - 2004 • Promotional tariff and guarantee of purchase for energy produced by small HPPs,wind mills and biogas plants – 2002 • National energy efficiency programme – 2007 • National energy efficiency action plan (NEEAP) - 2010

“Improving Energy Efficiency in Heating Sector” UNDP/GEFProject • Introduction of cogeneration technology for municipal heat supply • Promotional legislation is adopted for introduction of cogeneration systems in district heating based on useful heat demand • Supportto municipalities and condominiums in application of energy conservation measures • International EE related (EN and ISO) standardsandcodes adaptation and adoption • 2007-2009- two Interstate building codes - translated, adapted and agreed with interested parties • 2010- 7 ISO and EN standards of residential and public buildings' power intensity and energy efficiency are translated, adapted and agreed with interested parties (2 of which are already enforced)

“Improving Energy Efficiency in Heating Sector” UNDP/GEFProject • Passportization of multi-apartment buildings: • Energy audit and certification in 5 buildings was piloted • Building energy passport format was elaborated • Legal framework for gas fired and electrical appliances EE labeling introduction • 2010- Government decision in regards to the gas fired and electrical appliances energy efficiency labeling is developed and agreed (adoption is pending) • Solar collectors based water heating systems • 8 objects with total of 292 m2 panel area)

“Climate Change National Communication Preparation” UNDP/GEF project • GHG Inventory preparation • GHG mitigation policy development • Capacity building for Kyoto Protocol Clean Development Mechanism (CDM) implementation • Assistance to the Ministry of Nature Protection in execution of DNA functions • Technical assistance to the development of CDM project documents particularly in the sector of agricultural waste management (biogas) • Development of the 2009 Armenian electrical grid emission factor, though promoting the renewable energy CDM projects
“Improving EE in Buildings” Project Project Objective: Reduce energy consumption in buildings and associated GHG emissions in Armenia • Support to introduction and enforcement of new EE building codes and standards • Promotion of testing and certification system of EE materials and equipment • Outreach, training and education on Integrated Building Design Approach (IBDA) • Demonstration of the energy saving and economic benefits of IBDA application on the example of new multi-apartment pilot building (design and construction)

Energy Efficiency: Looking to the Future Opportunities: • Increasing prices for gas and electricity • Growing conditionality on donor assistance to the country from application of solid EE national policy and • New requirements embedded in National Energy Efficient Action Plan • New opportunities under Climate Green Fund under UNFCCC • Comparative high level of new construction, both private and state funded • Penetration of new construction materials and techniques in the market
Energy Efficiency: Looking to the Future Barriers • Absence of special funding instruments (soft and long term loans) and subsidy schemes for promotion of RE, EE and ES measures • Low level of awareness on benefits of EE and ES measures on all levels • Low level of importance given to the energy efficiency promotion • Limited financial resources both at state, municipal and household level to afford retrofitting of existing buildings and application of the renewable energy resources • Absence of EU restructuring funds in short term perspectives for house stock rehabilitation and promotion of energy saving measures
