  5. POLICY AND LEGAL FRAMEWORK • Support scheme: up to 2013 -> TGCs ; 1 MWh offshore = 1,5 TGC after 2013 -> Competitive price-based tenders • Lack of MSP • Many subjects involved on permitting • In the past, not clear “who-licenses-what”

BARRIERS TO DEVELOPMENT • Permitting procedure too burdensome • Operators must gather more than 40 opinion • Binding judgment of Ministry of Cultural Heritage on projects • Port Authorities are a military body, lack of competence on wind offshore • Regions can delay the conclusion of the permitting procedure • No tool which gathers useful info for operators
