IMO adopted ISPS Code Dec 2002 “Notice No.2003-65” for implementing ISPS Code Oct 25, 2003 ISPS Code came into force Jul 1, 2004 • “Act for the Security of International • Ships and Port Facilities” came into force • Followed by Enforcement Decree and • Enforcement Rule of the Act Feb 4, 2008 -National Ports Security Program -Regional Ports Security Program -Port Facilities Security Plan Legislative Activities to Comply with ISPS Code

Korean Act for ISPS Code *Act for the Security of International Ships and Port Facilities [ Features ] • Full compliance with 1974 SOLAS Chapter Ⅺ-1, Ⅺ-2 and ISPS Code (Part A & B) • Coordination with the related national Counter-terrorism/security rules • The Act will follow the amended SOLAS Convention, if the Convention is amended more strictly

Special Articles of Korean Act for ISPS Code • "National Ports Security Program" and "Regional Ports Security Plan"/ 10 years-plan(verification in 5 years) • "Security Charge" to impose to ship owners or shippers for investments on port facilities security (from Aug 4, 2010) • Initial or Renewal Security Audit to issue "Statement of Compliance of a Port Facility(SoC)" • Additional Audit by MLTM in the event of security incidents or any finding serious deficiencies • A fine or imprisonmentfor violation or breach of security

National Ports Security Program [ Purpose ] - Coordination ISPS Act with domestic security rules - Consolidation and harmonization with security policy in national level, regional level and port facility level [ Effects ] - Contribution to protect life and property by minimizing security risk or threat relating to port facilities and ship-port interface [ Features ] - Nationwide program including long-term policy, strategy and plan - Approval by "International Ships and Port Facilities Security Committee". - Counter-measure and contingency plan against security incidents

National Ports Security Program [ Main Contents ] • Fundamental principle and long-term policy for ensuring port security • Plan for disposition of security guards, security equipments and facilities • Training program for port facility security officer and etc • Prevention of security incident • Contingency plan • International cooperation plan • Other matters for ensuring port facilities security

Integrated Surveillance System [ Features ] • The state-of-the-art surveillance systems for protecting intrusion from outside of port and for preventing from breach of security • Intensive investment : 1.5 million US dollars for each port    - Gwangyang('07) in completion   - Pohang('08), Gunsan('08~'09), Peongtaek('09) under construction     - Masan, Donghae, Mokpo and Jeju in the future • Composed of high-performance CCTV, intrusion-detective fence and integrated monitoring/control system with security network

Identification System for Port Access [ Features ] • Pilot project of "RFID Tag embedded Identification Card" since 2008 • Automatic identification of personnel and vehicle to access • Effective Access Control to port facilities • Management of Access Log • Unified type and Usable for all port by sharing identification data Identification card embedded RFID Tag
