Bricks and Mortar or Human Capital? • State Department Staff Member: “Oh Guru of Performance Support, do you agree that human capital is the key to helping failed states recover and that all of our efforts should be spent on supporting workforce capacity building”? • Guru of Performance Support: “Yes my son that is the best course of action.” • Defense Department Staff Member: “But oh Guru of Performance Support isn’t it critical that we spend our time and resources in the development of “brick and mortar” infrastructure such as electrical power transmission, oil industry infrastructure and water resources?” • Guru of Performance Support: “Yes my son. You are of course correct. Go and execute this worthy mission.” Oh, one more bit of advice…engage the folks from Defense Acquisition University as they are skilled in accomplishing impossible missions in hostile environments with little chance of success!

Iraq banking system undergoing major makeover • Regional subcontractors have custom of executing “Letters of Credit” drawn on regional banks, i.e., Royal Bank of Jordan • USG contracting officers inexperience in executing these instruments A commercial letter of credit is a contractual agreement between a bank, known as the issuing bank, on behalf of one of its customers, authorizing another bank, known as the advising or confirming bank, to make payment to the beneficiary Performance Challenge

State of Science, Technology and Engineering • Brightest students given the right to choose engineering or medicine – lots of engineers • Good basic skills, but 25 years out of date • About a dozen universities teach engineering • 50% of Iraqi engineers are women • Curriculums need to be updated • Need planning/management/leadership/ entrepreneurial skills • Need text and reference books of all kinds • Libraries and labs destroyed
