Key Points Four primary reasons why a high number of eligible families remained un-enrolled: • Families did not realize these health coverage programs existed. • Many who knew of the existence of these programs, didn’t realize that they, themselves, would be eligible. • Some families could not navigate the application processes. • Stigma of enrolling in a public health insurance program.
