External Limitations Low effectiveness of the education management system and misbalance of the plans for human resources development at the level of the Ministry of Education High cost of the three-level system (bachelor-specialist-master) Demographic crisis in the Russian Far East (in the nearest future the number of students will be almost twice as less) Absence of the intergovernmental agreements on recognition of diploma and credit system Internal Limitations Low financial support per student (from budget -$500, non budget - $1000) that is an obstacle to modernization of infrastructure within the University Weak personnel motivation mainly because of a law salary ($150-200 per month) that does not allow to move to modern educational practices and raise quality of education Low effectiveness of the University management, absence of an exact education quality system Weak involvement of students and teachers in the University management External and Internal Limitations
