Regional Waste Management Plans • Provide direction for waste reforms in country areas. • Country councils supported regional approach. • Legislative responsibilities • Common operational issues • Limited access to additional technical/planning resources • Regional steering committees supported by Zero Waste SA and EPA staff, and ZWSA funding. • Regional waste management plans were developed as autonomous documents over several years. • Major challenge for individual councils to translate a regional strategy to local actions. Regional Waste Management Plans Resources • General call from regions for both human and financial resources assistance: • Report analysis/data gathering/concept design/project evaluation/project management • Specific skill needs will vary • Priority to work at regional or local council level? • State level coordination of resource pool for fixed period? • Regional waste reform champion • State level coordination of a resources ‘flying squad’ • Share work results from different regions "Waste Pathways: Outlook 2007"

Regional Waste Management Plans Landfills • General acceptance that EPA Landfill Guidelines will not go away. • Two imperatives: • Primarily a funding issue • Indicative costs for post July 2010 compliance in most cases are seen as prohibitive. • Closure as the alternative is also not funded. • Time is running out! • Technical assistance required with landfill closure plans and related resource recovery options. Regional Waste Management Plans Transfer Stations • All regions have similar resource recovery needs. • Priority waste streams – paper & cardboard, dry recyclables, green organics • Others – steel, plastics, oil, general hard waste, C&D • Modular designs as a base reference. • Private industry operation on a cost recovery basis in selected areas. • Revenue through gate fees and resources sales • Council underwrite with land and long term contract • Training for council staff to support transfer station contract management. Regional Waste Management Plans Private Industry • The potential for private industry roles has neither been fully explored nor tested. • Involvement will be essential for effective waste reform across the community. • Potential areas for development: • Landfill services – regional basis or existing facility • Transport – residual waste, recycle/recovered material • Transfer stations – ‘BOOT’ projects with long term contracts • Recyclables process – organics composting "Waste Pathways: Outlook 2007"

Regional Waste Management Plans Going Forward…1 • Sub-Regions • Split into smaller areas – may have a common focus due to geographical proximity. • Potential to resource locally and get activity started. • Use a sub-region approach to pilot component of plan. • Good for selective resource recovery initiatives – may not be as workable for extensive infrastructure changes. • Don’t forget ZWSA Regional Implementation Program.
