TDA/SAP Process for LME Mgmt. • Transboundary Diagnostic Analysis (TDA) • Prioritize transboundary environmental and water resource issues, environmental & socioeconomic impacts, root causes • ~25 completed (both LMEs and freshwater basins) • Strategic Action Programme (SAP) • Policy, legal, institutional reforms & investments to address priority issues in TDA • ~25 completed, of which 11 are LMEs (6 in prep) info@iwlearn.org

TDA vs. SAP: Distinctions & Complementarities THE TDA THE SAP • OUTLINES POLICY, LEGAL, AND INSTITUTIONAL REFORMS AND INVESTMENTS NEEDED TO RESOLVE PRIORITY PROBLEMS • MUST BE AGREED BEFORE TECHNICAL ASSISTANCE, CAPACITY-BUILDING, OR INVESTMENT PROJECTS CAN BE DEVELOPED • SETS OUT SPECIFIC ACTIONS FOR EACH COUNTRY THAT CAN BE ADOPTED NATIONALLY BUT HARMONISED WITH THE OTHER CONCERNED COUNTRIES • TDA IDENTIFIES: • PRIORITY PROBLEMS • ENV & SE IMPACTS • UNDERLYING SECTORAL • AND ROOT CAUSES • ANALYSIS OF GOVERNANCE • BASED ON A REASONED AND MULTI-SECTORAL CONSIDERATION OF THE PROBLEMS • FACTUAL BASIS FOR THE FORMULATION OF A SAP info@iwlearn.org
