5. IMPORTANCE OF ENERGY CONSERVATION Energy efficiency/conservation measures can reduce peak and average demand.
One unit saved avoids 2.5 to 3 times of fresh capacity.
Also avoids investment in fuel, mining, transportation etc.
Keeping the above factors in view and also to provide a policy guidance, Government of India enacted the Energy Conservation Act,2001 12/14/2011 5
6. Energy Conservation Act - 2001 The EC Act 2001 created the Bureau of Energy Efficiency (BEE) in the centre and State Designated Agencies (SDAs) in the states/UTs.
Under Clause (d) of Section 15 of the Act, State Governments/UTs to have designated agencies to coordinate, regulate and enforce the provisions of the Act.
Presently 28 States and 4 UT’s have designated their agencies.

9. SCHEMES….. In order to enhance the efforts to promote energy efficiency during the XI plan period and to achieve the target of reducing consumption by 5% (equivalent to 10,000 MW of avoided capacity) by 2012, BEE has initiated several programmes/schemes as follows:

25. BEE is launching a nationwide LED VILLAGE CAMPAIGN
BEE proposes to convert the existing incandescent bulbs (ILB) in the households and the street lights of one village with LEDs.
The objective is to showcase the new technology for lighting using LED so that a comparison can be demonstrated between LED and ILBs and facilitate the State Governments in replicating these demonstration projects
A maximum support to the tune of Rs. 15.00 lakhs is being provided by BEE
A village consisting of around 200 – 250 households can be converted into a LED village within the estimated expenditure.

Ministry of Power has approved a scheme “ Contribution to SECF by the Bureau of Energy Efficiency” with a financial outlay of Rs.70 Crores.
Contribution will be a one-time activity in two installments of 50% each

46. Recent Notifications 1) Qualification for Accredited Energy Auditors – 31st March,2010.
An energy auditor shall be qualified to become an accredited energy auditor if he –
has passed the examination in “ Energy performance Assessment for Equipment and Utility systems” conducted by the Bureau on the subjects specified in the schedule
has an experience of five years in energy audit out of which at least 3 years shall be in any of the energy intensive Industries
Has been granted a certificate of accreditation by the Bureau of Energy Efficiency

47. Mandatory conduct of Energy Audit for DCs 2) Manner and intervals of Time for Conduct of Energy Audit – 28th April,2010
Every DC shall have its first energy audit conducted by an accredited energy auditor within 18 months of the notification issued by the central Govt. under clause (i) of section 14 of the Act.
The interval of time for conduct of subsequent energy audits shall be 3 years with effect from the date of submission of the previous energy audit report by the AEA to the DC

48. DUTIES OF SDA SDA will ensure compliance of appointment of certified Energy Manager by Designated Consumer
SDA to pursue Designated Consumer to submit details of information regarding total Energy Consumption as per the attached format.
Compile information received from designated consumers through annual statements on energy consumption, energy audit reports, and action taken on the report of energy audit
Prepare a state and sectoral energy data base and provide the feed back to designated consumers
SDA will facilitate DCs in e-filling of Energy Consumption return through e-filing system.
Take all necessary measures to create awareness and disseminate information for efficient use of energy and its conservation
Arrange and organize training of personnel and specialists in the techniques for efficient use of energy and its conservation
Take steps to encourage preferential treatment for use of energy efficient equipment or appliances
