  1. Appraisal of Designated State Agencies National Productivity Council, New Delhi, India

  2. Objective • To learn more about the existing institutional set up and functioning of the State level partners of BEE, the DSA’s • To provide an information base on which focal areas DSA’s could cooperate in the future with BEE for the implementation of the Energy Conservation Act.

  3. Activities undertaken • Information collection from 21 states • Design survey questionnaire • Conduct interview and collect filled-in questionnaire • Preparation of State profile

  5. White Paper • Roles of DSA’s in implementing EC act which requires discussion are • Development Role • Facilitator Role • Regulatory/enforcing body

  6. Questionnaire formulation • Questionnaire formulated to collect the basic information like • Basic profile of the organization • Manpower Strength • Infrastructure Available • Energy Efficiency related work Executed • Funding pattern • Data base of stake holders

All the State Designated Agencies has suitably categorized into three groups based on the nature of the organization as given below Group A : Renewable Energy Organization (13/22), (59 %) Group B : Electrical Inspector –Cum –Advisor (4/22), (18%) Group C : Power Distribution Companies (5/22), (23%) ORGANISATION GROUPING

Observation • Broad understanding: DSAs have limited understanding about scope, strategies for realizing energy conservation potential, specially the responsibility of DSAs under the EC Act. • Resourcefulness: Sharing of physical & fiscal resources, share key facilities/ staff/budget with the parent department because this is an additional charge for DSA’s, that may or may not fit present mandate.

Observation….. • Management style: Management is not aware about status of EC Act as majority of the rules and regulations are yet to be notified by the Govt. • HRD: Sharing of exclusive staff, job assessment, HRD plan to augment, restructure, retain and upgrade skills is adversely affecting most DSAs. • Exposure: Limited views/ideas affecting the width and depth of EC programme. • Finance : Majority of DSAs do not have dedicated fund to undertake EC activities.

  11. Recommendations • Restructuring/Reorientation of the existing DSAs setup to suit EC Act implementation. • Capacity building (Workshops, Seminars, study missions, etc.) • Dedicated and critical staff strength • Experience sharing with other experienced DSAs.

  12. Recommendations • Setup State Energy Conservation fund with the support of State & Central govt. assistance. • Create state level databases. • Support of BEE/Bilateral and other stake holders to assist DSAs in their capacity building and preparatory activities.
