National ICT Strategy Status • Over 70 countries have an ICT-related plan, a half of these have been approved • 70 percent are “National Strategies” • Few (15 percent) are realistic, seemingly easy to implement and having intended impact

National ICT Strategy Status Role of ICT? • Most “underutilizers” understand ICT (have plans, are moderately E-Ready) but lack action and corresponding results • Most “ahead of capacity” have capitalized on ICT to open markets, but lack national cohesiveness with isolated benefits • Most “on-target” models have strong leadership, stakeholder involvement and a balanced approach
Status of E-Government - Planning Surveyed over 30 emerging market economy countries’ e-gov programs: • 91% meet regularly • 65% Head of State involvement • 42% drafted and approved a strategy • 28% have benchmarked • 4% measured return on investment
Status of E-Government – E-Services • 86% implemented some level of electronic services or information sharing via a webpage or portal BUT, less than 10 % reported non- governmental organizational involvement
