Statewide Term Contracts • From Section 11-35-310 (35) • "Term contract" means contracts established by the chief procurement officer for specific supplies, services, or information technology for a specified time and for which it is mandatory that all governmental bodies procure their requirements during its term.
Statewide Term ContractsWho may use them? • State Legislature • Any governmental entity created by an act of the State Legislature • Political Subdivisions • Any governmental entity created by an act of a political subdivision's legislative body (examples: ordinances passed by city or county councils) • School Districts
Statewide Term ContractsWho must use them? • State Agencies and State Institutions of Higher Learning • Includes Colleges & Universities and Technical Colleges • Exceptions: • Product or service doesn’t meet agency need. • Competitor offers at a price 10% or more below state contract vendor.
Statewide Term ContractsHow do you use them? • Visit the MMO website and state term contract listings. • Open the contract of interest as a Microsoft Word document, look for the item, contractor, and contract number. Then issue your purchase order referencing the contract number.
Statewide Term Contracts • What do they mean to you? • A long track record of term contracts providing pricing to state and local governments 25% or more below market! • Your agency doesn’t have to solicit, evaluate and award every time there is a need. • How do you use them? …the subject of our presentation today…

Aquatic Herbicide Chemicals & Treatment • Contract for purchase of herbicides to include liquid & granular application by: • Boat, • ATV, • or helicopter. • Contract effective April 2010
ADA Buses • Contract for purchase of E-350 and E-450 Chassis Buses. Bodies are available from: • Starcraft, • Goshen, and • Elkhart • Contract effective November 2009
Building Inspection and Testing Services • Perform inspection and testing services of state facilities during construction. • Contract effective November 1, 2009 • Examples of services are building and electrical inspectors, lab tests: concrete and soils testing, pre-stressed concrete and structural welding inspector. • Instructions and a list of firms are listed on the OSE website. http://www.mmo.sc.gov/MMO/ose/MMO-ose-index.phtm • Pricing is available on the MMO website.
Bulk Fuel & Fuel Card • Contracts include ULSD, B5, B10, B15, and B20 – Transport & Tankwagon • Conventional Clear Unleaded Transport & Tankwagon contracts active • New Fuel Card contract effective July 2009 Contract must be accessed through State Fleet Management. SFM Point-of-contact is Donald Woodward. See website for details.
Ice Machines • The contractor is Empire Equipment. • Product pricing is based on discounts off the Scotsman list price for delivery or delivery and installation • Go Green! “Energy Star” rated machines are available. Go to www.energystar.gov for details. • Please note that there is a “recall” notice for Prodigy Cubers at this time. Medical Supplies • Contract effective February 2010 • One contractor (Grove Medical) at this time. The second award remains under protest. • This is a cost plus mark-up contract. There are 94 of the highest volume products used by State agencies listed in a market basket located on MMO’s website. Temporary Personnel • Contract effective January 2010 • Establishes maximum markup rates of 36% for white collar and 41% for blue collar • Establishes minimum hourly rates for specified positions • Contract now covers the entire state (previous contract was only in certain areas). Tires • Contract effective December 2009 • Manufacturers on contract include: • Goodyear, • Michelin, • Firestone/Bridgestone and • Continental • Contract sheets include lists of distributors by manufacturer. • Certain products are not included. Master Agreement • Package Delivery • Discounted package rates are available now from UPS. • Details coming soon.
Future • Test & Balancing Service • TAB services are used in conjunction with and are a part of the building commissioning process used to verify building performance of sustainable renovation and new construction. In the past, individual Agencies have contracted for these services, some on a project basis and some on an IDC basis. • Are you interested???
