Lesson Objectives • Understand the tradition of local authority provision as a public service. • Understand the effects of joint funding and the impact on central government through compulsory competitive tendering (CCT).
Local authority provision • The local authorities provide a range of public services, which includes a duty to provide sports facilities. • General facilities are not a compulsory requirement, local authorities have leisure recreation departments to deal with these services.
Factors which influence local government involvement in sports provisions • Increase in facilities for sport and recreation (parks and sport centres) • Increase in participation • Increase in leisure time • Raising of general living standards • Creation of general living standards.
What made this involvement in sport provision possible? • Tourist Board 1969 • The sports council 1972 • The country side commission 1976 • How would these organisations effect/promote sport provision in the local community?............Discuss.
Sporting provision for the public! • How do you think authorities can provide sports facilities and services to the local community directly and indirectly? • Place your suggestions under three headings, facilities, services and events. • Also can you suggest ways in which LA’s can achieve the sports councils aim increased participation in sport……… remember 70% participation by 2020.
Answers • Facilities- Directly • Provision of sports facilities i.e. Leisure centres. • Promotion of dual use centres • Community centres with sport provision.
Cont….. • Services- • Recreational programmes delivered by the LA staff in a range of facilities listed above. Give some examples ………… • Play groups, sports days, weeks for local children during the school holidays. • Events- • Open days • One off functions … fun run etc
And Indirectly • Letting of LA facilities to sports clubs, disabled organisations, and voluntary organisations. • Letting to NGB’s for coaching or competition. • Joint ventures with NGB’s / Sports council to promote mass participation and /or spectator events.
With the person next to you… • Write down ways in witch the LA’s can increase participation in sport. • For example – Ensuring that all facilities and activities are promoted to the full.
Other Ways… • Create links with local schools, clubs etc. and LA facilities • Make an active provision for other minority groups • Develop the social side of facilities as well as the sporting aspects. • Involve parents and young children in the sporting activity together. i.e. mother baby swims
In four Groups….. • Each group has 10 minutes, using the worksheets (effects of joint funding) and walnut books (97-102) to answer one allocated section. You will have to feed back to the group so they can complete the sheet themselves. • What do you believe are the advantages and disadvantages of the dual use/joint provision scheme. • Impact of central government through compulsory competitive tendering CCT. • Effects on the LA’s have been: advantages and disadvantages • Discussion Point – Possible problems.
